Position Summary:
Our client, a leading organization in the regulatory sector, is seeking a Head of Energy Department to oversee the regulation and supervision of Rwanda's electricity generation, transmission, distribution, and renewable energy sectors. The role involves ensuring compliance with regulatory standards, fostering competition, and promoting sustainable energy development. The Head of Energy Department will collaborate with stakeholders, lead policy development, manage licensing processes, and support infrastructure projects to ensure reliable and affordable energy services.
Key Responsibilities:
- Strategic Leadership: Provide direction for the Energy Department, aligning with national energy policies to promote sustainable development.
- Regulatory Oversight: Develop and enforce regulations for electricity and renewable energy, ensuring compliance through inspections and performance assessments.
- Promotion of Renewable Energy: Facilitate renewable energy projects through regulatory incentives and support the integration of renewable sources into the national grid.
- Infrastructure Development: Collaborate on planning and implementing projects to expand transmission and distribution networks and enhance electrification programs.
- Stakeholder Engagement: Engage with utilities, developers, and government agencies to address challenges and foster collaboration in the energy sector.
- Data Analysis & Reporting: Analyze data on energy production and demand, presenting findings to inform regulatory decisions and policy recommendations.
Qualifications:
- Masters degree in Electrical Engineering, Energy Systems, or related fields.
- At least 5 years of experience, including 3 years in a managerial role within the energy sector.
Skills:
- Expertise in electricity laws, regulations, and industry standards.
- Strong leadership and communication skills.
- Proficiency in data analysis and report writing.
