Overview

As Senior Governance Manager, youll play a key role in ensuring strong governance, compliance, and continuous improvement across a major internal change framework. Working closely with internal teams and external partners, youll help shape how change is delivereddriving best practice, supporting innovation, and enabling meaningful impact. The role offers flexibility, professional development, and the chance to lead a small team while influencing organisation-wide initiatives.
Key Responsibilities
- Lead on the organisations internal Change Delivery Framework, ensuring it enables effective, compliant, and standardised delivery of change initiatives.
- Maintain and evolve the framework, guidance, and tools in line with organisational needs and sector best practice.
- Support business units and innovation teams to apply the framework, ensuring required documentation and governance artefacts are in place.
- Conduct assurance reviews to ensure compliance with internal processes and alignment with Digital Service Standards.
- Build capability across the organisation through guidance, training, and promotion of good practice in change delivery.
- Plan and manage the frameworks annual cycle, including updates, reviews, and testing.
- Coordinate governance forums, track change initiatives, and support decision-making with effective reporting.
- Develop corporate templates and capture lessons learned to improve future delivery.
- Maintain strong relationships with internal teams and external partners, including wider government networks.
- Provide expert advice, lead team discussions, and produce clear communications and reports for senior stakeholders.
- Deliver tailored training to promote understanding and compliance across the organisation.
Essential Criteria
- Certification and demonstrable experience working with Agile Methodology or another Project Management methodology, or certification and demonstrable experience in auditing compliance of change projects.
- Experience with the auditing of compliance for project delivery against agile delivery frameworks.
- Knowledge of risk management principles and the ability to apply these effectively in a business environment.
- Proven ability to influence stakeholders at all levels and to collate, analyse, and present complex information in a clear and concise way.
- Ability to work independently while managing multiple priorities and competing demands.
- Experience of working in delivery or operational roles, including risk management, change management, performance reporting, and continuous improvement programmes.
- Experience of facilitating events and/or training others to build skills and capacity across teams.
Desirable Criteria
- Understanding of the justice system in Scotland.
- Awareness of Digital First Service Standards, Government Digital Services (GDS), and the Scottish Approach to Service Design.
- Ability to drive improvement and standardisation across a business area to support and enhance compliance and assurance in the delivery of change.
- Experience of using Azure DevOps.
