We are in the hunt for a Permit Manager who will report directly to the Project Director and will have an in-depth knowledge of the permits, licenses, agreements and approvals required for LRT construction projects.

Responsibilities

· Manage and oversee the design and construction application approval process, issuance of permits, plans submittals, plan processing, and fee assessment and payment processing

· Ensure timely processing of plans, permits, licenses, agreements and applications; manage and coordinate routing and tracking of plans to various departments and outside agencies for required reviews and clearances

· Provide the necessary documentation to enable on-schedule construction

· Research, co-ordinate, and apply for construction permits as per established processes to ensure timely issuance of permits meeting strict construction start deadlines.

· Maintain and update the projects permits matrix

· Ensure that permits, licenses, approvals, agreements and applications are in place to perform the scope of work assigned

· Ensure that external Stakeholders, the Municipality and environmental authorities are engaged when appropriate to obtain feedback as necessary

· Coordinate internal and external regulatory approval processes

· Manage relationships with Stakeholders, including Governmental Authorities

· Lead the coordination and the scheduling of meetings with Stakeholders, as needed

Profile

· Civil or Environmental Engineering degree or related technical degree

· Registered Professional Planner (RPP) or Professional Engineer (P.Eng.) in the Province of Ontario or other related professional qualifications

· Minimum of 10 years of relevant experience, including experience in each of the following: coordinating third party engagement; obtaining permits, licenses, approvals and agreements, including experience with a broad range of municipal, utility and other permits, licenses and approvals relevant to the project; and development review

· Must have demonstrated interpersonal, negotiation and communication skills to deal with complex, multi-disciplinary issues involving third party agencies, governments and other stakeholders

· Knowledge and experience related to roads, bridges, utility, rail or other infrastructure projects

· Detailed understanding of all aspects of construction: technology, equipment, materials, bid management, claims management, safety, and quality

· Solid presentation skills and verbal / written communication skills

· Proficiency with MS Office Suite
