Project Manager (ICT/Public Sector)

As a Project Manager, you will be responsible for leading and managing large-scale application development projects for a key client account within the government sector. You will oversee project delivery teams, ensuring timely and cost-effective delivery of services while maintaining strong relationships with both clients and internal stakeholders.

Key Responsibilities

• Manage a team to ensure timely and cost-effective delivery of services, fostering a culture of continuous process improvement.
  
• Establish and maintain strong relationships with clients, addressing their needs and concerns effectively.
• Identify, assess, and mitigate project risks, including those arising from customer change requests.
• Monitor and control project budgets to ensure maximum revenue and margin achievement.
• Stay abreast of industry trends and explore new technologies to enhance service offerings and develop engineering capabilities within the organization.
• Build and maintain strong partnerships with key vendors and contractors to support client requirements.
• Work closely with internal and external stakeholders to understand and address client needs.
• Contribute to new contract acquisition by leading customer solution teams during pre-tender, tender, and trial stages.

Job Requirements

• Minimum 10 years of experience in project management for large-scale application development projects, with a proven track record in managing multi-million dollar projects within the government sector.
• Experience in setting up or working with offshore product or application development centres in South China.
• Excellent communication and interpersonal skills, capable of interacting effectively with executive-level and management staff.
• Ability to lead multiple teams to deliver robust IT services, demonstrating strong organizational and project management skills.
• Proven record of successful staff management, including recruitment, performance appraisal, and professional development.
• Passionate about new technologies and their application in project delivery.
• Fluency in English, Cantonese and Mandarin Chinese. 

Nice to have: 

• Industry-Specific Knowledge: Consider adding specific industry knowledge or certifications relevant to the government sector, such as PMP or PRINCE2.
  
• Agile Methodology: If applicable, highlight experience with Agile methodologies (e.g., Scrum, Kanban) and their application in project management.
• Experience in defining key performance indicators (KPIs) for project managers, such as project completion on time and within budget, customer satisfaction scores, and team performance metrics.
