Job Title: Purchase Officer Department: Procurement

Title of Immediate Supervisor / Manager: Procurement Manager No. of Direct Reports: : 1

JOB PURPOSE

The Purpose of this position is responsible to maintain the required documents to issue LPO, GRN, process invoices and overall document process.

RESPONSIBILITIES AND DUTIES

  • Process Purchase requisitions / orders within purchasing authority
  • Invite, assess, and award/recommend supplier tenders, bids, quotations, and proposals
  • Establish and negotiate contract terms and conditions and maintain supplier relationships.
  • Prepare and maintain purchasing records, reports and price list.
  • Work with internal and external stakeholders to determine, procurement needs, quality, and delivery requirements.
  • Assist in development of specifications for equipment, materials, and services to be purchased.
  • Administer contact performance, including delivery, receipt, warranty, damages and insurance.
  • Reconcile or resolve value discrepancies.
  • Comply with and maintain knowledge of applicable rules, legislation, regulations standards and best practices.
  • Address staffing resource needs and supervise purchasing clerks.
  • Develop and maintain constructive and cooperative working relationships with colleagues and management
  • Maintain a bidders list, vendors file, and such other records as are needed for the efficient operations of purchasing function.
  • Supervise the inspections of all supplies, services and equipments purchased to insure conformance with specifications.
  • Keep informed of current developments in the field of purchasing prices, market conditions and new products.

JOB RELATED COMPETENCIES&SPECIFICATIONS SECTION

Knowledge, Skills and Competencies:

The successful candidate will be an excellent communicator, strong leader as well as have Avery good presentation skills.

  • Certified professional purchaser accreditation/business degree and several years experience in a public purchase environment.
  • Maintains confidentiality of purchasing financial information.
  • Ensure compliance with standard practices, regulations, and statutes.
  • He should be expert in computer usage and procurement related software.
  • Knowledge of filing system record keeping.

Educational Profile and Experience:

Minimum intermediate standard education required.
