Program Manager (Acquisition SME)

We are seeking a Program Manager (Acquisition SME) to serve as a senior advisor and lead supporting Defense Business Systems (DBS) and IT capability lifecycles. This role will oversee complex, multi-functional teams and provide leadership across contract operations, acquisition strategy, compliance, and digital transformation initiatives.

This position is contingent upon contract award.

Responsibilities

    • Serve as a senior advisor for DBS and IT capability lifecycle management
    • Lead and oversee large, multi-functional teams and day-to-day contract operations
    • Drive strategic planning, risk mitigation, and performance tracking
    • Ensure acquisition and procurement compliance across programs
    • Conduct independent programmatic reviews and support portfolio oversight
    • Lead initiatives in:
    • Business Process Reengineering (BPR)
    • Organizational Change Management (OCM)
    • Digital transformation outcomes
    • Capture and implement lessons learned across programs
    • Support development and execution of acquisition strategies and documentation

Requirements

  • PMP or equivalent senior-level Project Management certification
    OR relevant degree in Project Management
  • DAWIA Advanced / Level III / Professional Certification in: 
  • Program Management OR Contracting 
  • 15+ years of experience in: Program management, Government acquisition 
  • 10+ years supporting DoD or DLA in DBS acquisition lifecycle management
  • Demonstrated experience with: 
    • Developing acquisition strategies 
    • Analyzing source documentation 
    • Authoring acquisition documentation 
    • Ensuring compliance with the Adaptive Acquisition Framework (DoDI 5000.02)
  • 15+ years of progressively responsible leadership in IT or consulting environments
  • Including experience supporting major acquisition milestones and portfolio reviews

Education

      • Master's degree in a relevant field, such as: MBA, Management, Information Technology, Public Administration, Project Management, Related discipline 

Preferred Skills

  • Experience supporting ACAT I / BCAT I programs 
  • Ability to educate and guide teams on DoDI 5000 compliance 
  • Experience with: 
  • Lean Six Sigma 
  • Business Process Reengineering (BPR) 
  • Continuous Process Improvement (CPI)
  • Experience implementing: 
  • Agile methodologies 
  • DevSecOps within the DoD acquisition lifecycle
