The Safety Officer 3 & PCO ensures that PSACC is in compliance with the government regulatory agencies that are related to health, environment, safety, security of PSACC personnel and facilities. Prepare PSACC personnel for all types of emergencies through training and drill activities.

Duties and Responsibilities:

Safety Management

Ensures that PSACC is in compliance with all the government mandated rules, regulations and laws related to safety and environment.

  1. Comply with OSH Requirements and government regulatory agencies in relation to the health, environment, safety and security of land-based PSACC personnel and facilities.
  2. General Safety Health Programs
  3. Conduct Safety and health Hazard Identification, Risk Assessment and Control (HIRAC) at the workplace.
  4. Require all employees to undergo baseline health examination prior to assigning to a potentially hazardous activity for early detection and management occupational and work-related diseases.
  5. Make sure the facility is equipped with first-aid and emergency medical services .
  6. Orient all workers on Occupational Safety and Health (OSH) and have continuing OSH training and drills.
  7. Promotion of a drug free workplace and healthy lifestyle.
  8. Propose Heath Programs for prevention and control of COVID-19, HIV-AIDS, Tuberculosis, and Hepatitis B.
  9. Promotion of a balanced mental health in the workplace.
  10. Introduce a work permit system (i.e., Hot work permit, electrical work permit, confined spaces permit)
  11. Conduct Toolbox/Safety Meetings and job safety analysis.
  12. Conducts the Accident/Incident/illness investigation, recording and reporting.
  13. Require personnel to wear Personal Protective Equipment (PPE) when needed.
  14. Require posting of safety signages at the facility site.

Pollution Control

Ensures that PSACC is in compliance with all the government mandated rules, regulations and laws related to safety and environment.

  1. Dust control and management and regulation on activities such as building of temporary structures and lifting and operation of electrical, mechanical, communications systems and other requirements.
  2. Have Welfare Facilities in place: make sure there is adequate supply of drinking water, sanitary and washing facilities, lactation station, first aid room, and have ample ramps and railings.
  3. Implement the OSH Committee's emergency and disaster preparedness and response plan to include the organization and creation of disaster control groups, business continuity plan, and updating the hazard, risk and vulnerability assessment (as required).
  4. Have a solid waste management system.
  5. Make sure that the company is in compliance with the reportorial government requirements.

Qualifications:

  • Graduate of any 4 year course.
  • Five (5) years of relevant experience in Environment, Health and Safety.
  • Knowledge of Safety & Environmental Standards (e.g., ISO 14001, OHSAS 18001)and local safety/environmental legislation, regulations and code of practices
  • SO3 experience is highly preferred.
  • Has undergone the required 48 hour DOLE accredited advanced SO3 training.
  • Accredited Pollution Control Officer or Safety Practitioner by DOLE and/or DENR
  • BOSH Certification
  • Proficiency in conducting safety audits, risk assessments, accident investigations, and environmental impact assessment.
  • Proficiency in pollution control and prevention measures.
  • Ability to Deal with Changes Effectively;
  • Diligent with great attention to detail.
  • Excellent communication, organization, and planning skills to proactively manage project scope, identify potential risks, and devise contingency plans.
