Background
The Merged Areas Governance Project (MAGP) is a technical assistance project supporting the Provincial Government in transforming the lives of the people of erstwhile FATA through integration with Khyber Pakhtunkhwa (KP), the extension of civilian governance institutions, and socio-economic development. MAGP aims to identify opportunities for transformative development through innovative approaches that effectively respond to the complexity of the context.
The GoKP is committed to an unprecedented programme of accelerated development through 2030 to create opportunities for the people of the MA and provide services at par with the rest of the country while consolidating stability. MAGP works hand in hand with the GoKP across many functional areas to support this process.
Against this background, MAGP is recruiting two Sector Specialists to support in improving border governance systems and economies in the Merged Areas.
Objectives & Targets
To support the development of interventions related to improving border governance in the seven Merged Districts.
Reporting Structure & Co-ordination
Under the overall supervision of the MAGP Program Manager/Team Leader, the Sector Specialist will report to Lead Economic Advisor. Day-to-day reporting to the Senior Coordination and Implementation Specialist (SCIS) in close coordination with the Project Manager.
Detailed Results
- Design interventions pertaining to the development sector for select MAs.
- Carry out analyses of border areas governance and development issues and data relating to the MA
- Design robust border management mechanisms in consultation with stakeholders
- Engage with MAGP teams and Government of KP to assist in ensuring high quality intervention designs and governance solutions
- In consultation with MAGP team and Government of KP, prepare solutions relevant to the border district management for inclusion in projects and to solve longstanding development problems of the MA
- Draft concept notes and implementation frameworks
- Draft or contribute to project documents
- Provide technical assistance to departments on PC l formulation, systems development, data collection.
- Additional tasks and responsibilities assigned by Lead Economic Adviser.

Minimum Qualifications and Experience
The candidate must possess the following experience:
- ● Master’s degree in the relevant sector, from a reputable university.
- ● At least 10+ years of experience in a relevant field.
- ● The candidate needs to be an expert with knowledge and experience in relevant development sector of Pakistan.
- ● Good understanding and knowledge of KP region, especially the MA.
- ● Fluency in the English and Urdu is required. Fluency in Pashto is highly desirable.
- ● Excellent interpersonal communication skills.
- ● Availability to provide intermittent technical inputs
- ● Ability to work under stress and to multi-task.
- ● Acting as a team player and facilitating teamwork.
- ● Excellent skills in report writing.
- ● Positive attitude with a mindset to deliver development services in a professional manner.
