Background

The Merged Areas Governance Programme (MAGP) is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in three main areas: (1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance. The overall objective of the Programme is to enhance the capacity of the GoKP to successfully integrate the Merged Areas and strengthen border governance and cross-border connectivity by extending laws, policies, and strategies; planning, designing, and delivering development initiatives; and implementing inclusive local government systems. An emphasis will be placed on inclusive development, to ensure that marginalized population groups benefit from development in the MAs, as well as on disaster-risk reduction and improved risk management, to help prevent, mitigate and/or address the effects of climate change and other risks.

Under one of its flagship initiatives known as the Special Emphasis Programmes (SEPs), MAGP works closely with the provincial government to introduce innovative, context-specific solutions to seemingly intractable development problems with the aim of achieving expedited and transformative changes in the public sector. Through their evidence-based and experimental program designs, SEPs move away from conventional and repetitive development approaches, bringing together a range of national and international experts and government representatives to drive accelerated development outcomes in the MAs.

Within this context, MAGP is supporting GoKP in design and implementation of a SEP on non-timber forest products (NTFP), which aims to support forest communities and farmers in sustainably harvesting, processing, and marketing NTFPs while promoting forest conservation and biodiversity improvement. In this regard, a training programme has to be designed and executed with the aim to build the capacity of forest communities in key areas of NTFP management, forest conservation, and sustainable practices that enhance biodiversity.

For this purpose, MAGP seeks to recruit two training specialists (one for South Waziristan (Upper) and South Waziristan (Lower), and one for Kurram and Bajaur districts) who will work closely with the MAGP team, national experts and government counterparts to deliver training in their respective districts.

Objectives

The overall objective is to train approximately 140 farmers/community members (per consultant) to equip them with the knowledge and skills necessary to effectively and sustainably manage NTFPs and promote forest conservation and biodiversity.

Reporting Structure & Co-ordination

Under the overall supervision of the Programme Manager (PM), the Training Specialist will report to the Output Lead with technical tasking from the Lead Economic Advisor (LEA). For day-to-day tasks, the consultants will work in close coordination with the Field Implementation Specialist (FIS).

Scope of Work Facilitators Responsibilities

The Training Specialist will be responsible for:

  1. Participating in Training of Trainer
  • Attend a one-day Training of Trainers (ToT) session in Peshawar, KP, to thoroughly understand the training content, methodologies, and delivery techniques to effectively facilitate trainings.
  1. Delivering Training Sessions:
  • Deliver training on developed modules and facilitate interactive training sessions for the target communities, including hands-on demonstrations and field exercises.
  • Utilize adult learning methodologies to ensure the sessions are engaging and effective.
  • Provide clear guidance on tools, techniques, and best practices related to each area of NTFP management, forest conservation, and biodiversity improvement.
  1. Training Report:
  • Prepare district level training reports identifying challenges and making recommendations for future events.

Minimum Qualifications and Experience

  • A Bachelor's Degree in Forestry, Environmental Science, Natural Resource Management, and/or other relevant disciplines
  • Minimum of three years' experience in conducting professional trainings in forest conservation, NTFP management, biodiversity improvement, and community development.
  • Ability to converse in Pashto and deliver/explain training content in Pashto is a must
