Job Overview

The Deputy Manager (Accounts & Finance) will provide operational and analytical support to the Finance, Commercial & Accounts function. The incumbent will assist with day-to-day accounting and record management in Oracle Financials, period-end closing, financial reporting, tax and audit compliance, budgeting, project-funding documentation, assignment-account reconciliations, commercial/financial analysis, and departmental correspondence under the supervision of the Senior Manager and Senior Accountant.

Eligibility Criteria / Job Specification

Qualification from a reputed institution:

  • MBA from an HEC-recognized university with a minimum of 3 years' relevant post-qualification experience

OR

  • CA (Inter / CAF Passed) / CMA (Intermediate Stage Passed) or equivalent recognized professional qualification, with a minimum of 4 years' relevant experience

Required Skills

  • Sound understanding of basic accounting principles, IFRS concepts, withholding taxes, audit requirements, and financial controls
  • Working knowledge of accounting processes, preferably in Oracle Financials modules – AP, AR, GL, FA and CE
  • Proficiency in MS Excel, Word and PowerPoint
  • Experience preparing reconciliations, schedules, analyses and presentations
  • Basic financial analysis, budgeting, forecasting and variance-analysis skills
  • Strong numerical ability and attention to detail
  • Strong record-management discipline and respect for confidentiality
  • Good written and verbal communication, teamwork, follow-up and time-management skills.

Duties & Responsibilities

1. Accounting Operations & Record Keeping

  • Scrutinize invoices and supporting documents and prepare PRVs, BPVs, BRVs, journal vouchers and related workings
  • Assist in recording vendor invoices, payments, receipts, advances, advance settlements, prepaid expenses, accrued expenses, accrued income and bank charges in relevant Oracle modules
  • Maintain schedules and reconciliations for vendors, advances, prepayments, accruals, receivables, payables and related-party balances
  • Support bank-data uploads, bank reconciliations, follow-up of reconciling items, fixed-asset updates and depreciation processing
  • Maintain orderly physical and electronic accounting records and ensure safe custody and timely retrieval of supporting documents

2. Period-End Closing & Financial Reporting

  • Assist in monthly, quarterly and annual closing activities
  • Prepare supporting schedules and journal-entry workings
  • Compile breakups and movements of balance-sheet and profit-or-loss items for management review and financial statements
  • Support preparation of quarterly and annual financial statements and consolidation schedules relating to TPCL and TAPI DMCC
  • Assist in general-ledger review, control-account reconciliations and preparation of group-tax-benefit and other financial-statement workings

3. Tax, Audit & Compliance Support

  • Prepare withholding-income-tax and sales-tax workings, payment challans and filing data through IRIS, PRA, BRA and SRB portals
  • Maintain tax deduction evidence, vendor tax records and supporting documents
  • Prepare audit schedules, balance confirmations, movements and supporting records for statutory, internal and commercial audits
  • Coordinate routine audit and information requests with banks, related parties, tax consultants and internal departments 

4. Budgeting, Project Funding & Assignment Accounts

  • Collect and compile departmental budget inputs
  • Assist in preparing OPEX/CAPEX budgets, cash-flow requirements, variance reports and supporting notes
  • Prepare working papers, fund-utilization reports, reconciliations and follow-up documentation
  • Maintain schedules for assignment accounts, fund placement, surrender/savings, signatory changes, KYC and Customer Information Folio matters
  • Support coordination and reconciliations with AGPR, Petroleum Division, Finance Division and NBP, including foreign-exchange allocation and payment follow-up

5. Commercial & Financial Analysis Support

  • Collect data from internal, public and private sources
  • Update financial projections, cash flows, cost comparisons and valuation models
  • Assist in pricing, tariff and scenario analysis in line with commercial agreements and regulatory guidance
  • Support review of project studies, feasibility reports and business plans
  • Assist with revenue forecasts, investment requirements, PESTEL and SWOT inputs
  • Prepare working papers, presentations, summaries and memos on project finance, budget allocation, fund utilization and commercial matters

6. Coordination & Other Departmental Support

  • Draft routine letters and responses for the Petroleum and Finance Divisions, consultants, banks, auditors and other stakeholders
  • Assist in preparing terms of reference, bidding documents and evaluation material for consultants in accordance with PPRA Rules and Company policies
  • Coordinate with technical, procurement, HR, accounts and internal-audit teams
  • Perform any other task assigned by the Senior Accountant, Senior Manager, CFO or management
