About the Role

Proactive Projects is seeking a highly organised and detail-oriented Technical Writer / Contract Administrator to support the development and planning of future water and wastewater infrastructure projects across the Cairns region.

Working closely with Project Managers, Engineers, and client stakeholders, this role will focus on front-end project development activities including preparation of business cases, procurement documentation, stakeholder communications, and contract development for future-year capital works.

This is an office-based role supporting a large portfolio of minor works and infrastructure renewal projects across approximately 40–50 sites.

Project Scope

Projects include:

  • Water pump station, pipeline, and reservoir renewals
  • New water main infrastructure projects
  • Sewer main renewals and relining programs
  • Safety and access infrastructure upgrades
  • Future capital works and utilities infrastructure planning
What You'll Do
  • Prepare front-end loading (FEL) documentation for future capital projects
  • Draft scopes of work, contract documentation, and procurement packages
  • Support development of business cases, project plans, and delivery strategies
  • Coordinate stakeholder meetings, workshop outcomes, and project communications
  • Assist with determining appropriate contract models and delivery methodologies
  • Support tender preparation prior to engagement of design consultancies and contractors
  • Develop and maintain project documentation, registers, and reporting records
  • Liaise with project teams, consultants, contractors, and council stakeholders
  • Ensure documentation aligns with governance, procurement, and project delivery frameworks
What We're Looking For
  • Experience in technical writing, contract administration, project coordination, or infrastructure delivery support
  • Exposure to design, construction, utilities, or civil infrastructure environments
  • Strong document development and communication capability
  • Understanding of contract types and procurement processes within infrastructure projects
  • Ability to coordinate multiple projects and stakeholders simultaneously
  • High attention to detail and strong organisational skills
  • Confident working across project, commercial, and operational teams

Experience supporting water, wastewater, local government, or engineering projects will be highly regarded.
