Job Summary

This role supports the Head of Learning & Development by offering strategic guidance on emerging L&D trends, driving continuous improvement in policies and training practices, and contributing to national workforce development goals. The position focuses on building a future-ready talent pool through tailored training programs for Qatari trainees and the broader employee base.

Key Responsibilities

Strategic and Advisory

  • Partner with the Head of L&D to shape strategies aligned with industry advancements.
  • Design and implement learning frameworks that promote organizational capability and growth.

Training & Development

  • Plan and coordinate training initiatives for employees at all levels, both locally and abroad.
  • Develop or source relevant training content through internal collaboration or external experts.
  • Manage graduate programs, internships, and scholarship schemes, ensuring Qatari trainees receive effective training and career progression.
  • Track and report on trainee performance in coordination with educational institutions, both domestic and international.
  • Organize, schedule, and deliver both in-house and external training sessions, handling logistics, vendor negotiations, and budget management.
  • Collaborate across departments to roll out specialized training aligned with company goals.

Operational Oversight

  • Supervise and support junior team members through mentorship and knowledge sharing.
  • Monitor training expenditures, process payments, and maintain financial compliance.
  • Ensure adherence to internal procedures and legal standards related to training operations.

Policy & Process Management

  • Draft, review, and update L&D-related policies to maintain alignment with current practices and regulatory requirements.
  • Advocate for continuous process improvement based on global benchmarks and cost-efficiency goals.

Reporting & Analysis

  • Prepare accurate reports and documentation to support internal and external stakeholders.
  • Evaluate program effectiveness and suggest enhancements based on outcomes and feedback.

Qualifications & Experience

  • Bachelors degree in Engineering and a Masters in Management, ideally with a focus on HR or Learning & Development.
  • Professional L&D certification (e.g., CTDP, CIPD, SHRM-SCP).
  • Minimum 10 years of experience in similar roles, with at least 5 years in leadership/advisory positions (experience in the power sector is preferred).

Core Competencies

  • Strong knowledge of workforce nationalization strategies.
  • Experience in training needs assessments and learning program execution.
  • Analytical mindset with problem-solving capabilities.
  • Familiarity with the power, energy, or water industries and current innovations.
  • Fluent in English (Arabic is an asset).
  • Effective communication and stakeholder management skills.
  • Deep understanding of regional work culture, particularly in Qatar or the GCC.
