JOB DESCRIPTION

The Senior Engineer will lead and manage the Water Reticulation Unit under the Utilities & Mechanical Section, overseeing the performance, safety, and regulatory compliance of critical infrastructure systems including underground water utilities, weighbridges, sanitary and ironmongery facilities, and mechanical services. This role requires strong technical leadership, effective coordination with internal and external stakeholders, and a commitment to driving operational excellence and continuous improvement in maintenance, operations, and infrastructure development across a high-impact port environment.

Key Responsibilities:

  1. Asset Management: Plans, implements, and monitors preventive and corrective maintenance to ensure optimal asset performance and compliance with statutory requirements.
  2. Technical Expertise: Provides engineering guidance and support across water reticulation, mechanical, and infrastructure systems.
  3. Quality Assurance: Upholds standards through SOP implementation, contractor supervision, and root cause analysis for continuous improvement.
  4. Troubleshooting: Leads the investigation and resolution of system faults and breakdowns to minimize downtime and restore operations promptly.
  5. System Development: Proposes and supports system upgrades, refurbishments, and infrastructure improvements based on operational needs and future planning.
  6. Document Review: Ensures technical documentation, reports, and compliance records are accurate, updated, and audit ready.
  7. Quotation Preparation: Develops technical specifications and scopes of work, and evaluates vendor proposals.
  8. Stakeholder Liaison: Acts as the technical liaison for internal departments, external consultants, and regulatory authorities to ensure effective coordination.
  9. Technical Review: Conducts technical evaluations and assessments for projects, upgrades, and commissioning of new systems.
  10. Emergency Response: Leads emergency actions during system failures and coordinates with contractors for mitigation.
  11. Budgeting: Supports budget preparation, cost monitoring, and value optimization for maintenance and project initiatives.
  12. Additional Duties: Supports team development, cross-functional assignments, and other tasks as directed by the department.
  13. Information Security: Ensures confidentiality and integrity of infrastructure data and technical records in line with company policy.

QUALIFICATIONS & REQUIREMENT

  1. Possesses a Bachelor's Degree or Diploma in Mechanical, Civil, or Water Engineering, or an equivalent qualification in a related field from a recognized institution.
  2. A minimum of five (5) years of relevant experience is required for Bachelor's Degree holders, preferably within industrial or port infrastructure environments.
  3. A minimum of eight (8) years of relevant experience is required for Diploma holders, preferably in similar environments involving large-scale utility systems.
  4. Proven experience in managing maintenance contracts, infrastructure upgrading projects, vendor coordination, and ensuring compliance with statutory requirements.
  5. Well-versed in local regulatory frameworks and authorities, including but not limited to SPAN, DOSH, BOMBA, and SIRIM.
  6. Strong technical troubleshooting and problem-solving capabilities, particularly in water and mechanical systems.
  7. Solid knowledge of project management principles, with the ability to anticipate and address project risks and conflicts.
  8. Proficient in engineering tools and systems, including CMMS, AutoCAD, and SCADA platforms.
  9. Exhibits excellent communication and interpersonal skills with the ability to engage effectively with diverse stakeholders.
  10. Highly analytical, well-organized, and focused on delivering practical, solution-oriented outcomes.
  11. Demonstrated ability to lead teams under pressure, especially in emergency or high-impact operational scenarios.
  12. Proficient in the Microsoft Office Suite for reporting, analysis, and presentation purposes.
  13. Fluent in both Bahasa Malaysia and English, with strong written and verbal communication skills in both languages.
  14. Physically capable and willing to work at heights and in outdoor or demanding environments, in compliance with safety regulations.
