Job Description & Requirements

On behalf of our client, we are seeking a skilled Human Resources and Administration Specialist with a minimum of 3 years of experience to oversee our HR and Admin functions. The ideal candidate should be well-versed in local regulations, possess strong interpersonal skills, and demonstrate the ability to work independently.

Responsibilities:

Payroll:

  • Process payroll accurately using TimeSoft Payroll.
  • Handle CPF submissions and monthly payroll reports.
  • Manage government-paid leave submissions.

Income Tax:

  • Consolidate payroll data and submit IR8A and IR21 for departing foreign employees.

Compensation & Benefits:

  • Participate in compensation surveys.
  • Administer insurance coverage and staff benefits.

Recruitment:

  • Manage the hiring process, including advertising, interviews, background checks, and onboarding.

Training & Development:

  • Monitor requisition records, budget usage, and apply government funding.
  • Advise employees on bonding policies.

Expatriate Management:

  • Collect information for expatriate employees.
  • Handle EP, DP, SPass applications.
  • Prepare expatriate manpower cost reports and assist with income tax filing.

Policy and Procedures Review:

  • Ensure legal compliance and adhere to audit requirements.

Office Administration:

  • Oversee administration functions, including leave management, office lease, facility management, and company events.

Requirements:

  • Minimum 3 years of HR and Admin experience.
  • Knowledge of local regulations (Employment Act, MOM, CPF, IRAS).
  • Strong interpersonal skills, ability to work independently, and take initiative.
  • Reliable, meticulous, with past experience in Japanese organizations as a plus.

Education:

  • Diploma in Business or Human Resource Management.
