Indirect Sourcing Category Manager (Singapore)
About the Role
We are seeking an experienced Indirect Sourcing Category Manager to lead strategic sourcing initiatives across indirect spend categories while strengthening supply resilience, supplier risk management, and business continuity capabilities. This role will partner closely with senior stakeholders to develop category strategies, optimize supplier performance, mitigate supply chain risks, and deliver sustainable value to the organization.
The successful candidate will combine strong procurement expertise with stakeholder management skills, commercial acumen, and a proactive approach to identifying and managing supplier and supply chain risks.
Key Responsibilities
Category Strategy & Sourcing
- Develop and execute sourcing strategies across assigned indirect procurement categories, including professional services, facilities management, IT, HR services, logistics, marketing, and corporate services.
- Lead end-to-end sourcing activities including market analysis, RFx management, supplier selection, contract negotiations, and supplier onboarding.
- Drive cost optimization, value creation, and continuous improvement initiatives while maintaining service quality and business requirements.
- Conduct regular category reviews to identify market trends, innovation opportunities, and emerging supply risks.
Supply Resilience & Risk Management
- Design and implement category-specific supply resilience strategies to ensure continuity of supply and operational stability.
- Develop and maintain supplier risk management frameworks, including risk identification, assessment, monitoring, and mitigation plans.
- Perform supplier financial, operational, geopolitical, cybersecurity, ESG, and business continuity risk assessments.
- Establish contingency plans, alternative sourcing strategies, and dual-sourcing approaches for critical suppliers and categories.
- Monitor supply market developments and proactively identify potential disruptions impacting business operations.
- Partner with business continuity, legal, compliance, and operational teams to strengthen enterprise-wide risk management practices.
Supplier Relationship Management
- Develop strategic relationships with key suppliers to improve performance, innovation, and long-term value delivery.
- Lead supplier business reviews and governance meetings to monitor KPIs, service levels, and risk mitigation actions.
- Drive supplier performance management programs and corrective action plans where necessary.
- Foster collaboration with suppliers to enhance resilience, sustainability, and operational efficiency.
Stakeholder Management & Business Partnership
- Act as a trusted procurement advisor to business leaders and functional stakeholders across Singapore and the wider region.
- Build strong partnerships with Finance, Operations, HR, IT, Facilities, Legal, and Compliance teams to align sourcing strategies with business objectives.
- Influence stakeholders through data-driven recommendations and effective communication.
- Support business planning activities by providing procurement market intelligence, risk insights, and sourcing expertise.
- Lead cross-functional project teams and procurement transformation initiatives where required.
Contract & Governance Management
- Ensure contracts comply with corporate governance, legal, regulatory, and procurement policy requirements.
- Support the development and implementation of procurement policies, supplier governance frameworks, and risk management standards.
- Drive compliance with procurement processes while balancing business agility and commercial outcomes.
- Maintain accurate sourcing documentation and procurement reporting.
Requirements
Experience
- Bachelor's degree in Business, Supply Chain, Procurement, Engineering, Finance, or related discipline.
- 7–12 years of procurement, strategic sourcing, category management, or supply chain experience.
- Proven experience managing indirect procurement categories within multinational, manufacturing, healthcare, FMCG environments.
- Demonstrated success in supplier risk management, business continuity planning, and supply resilience initiatives.
- Experience leading complex sourcing and contract negotiations with regional and global suppliers.
Skills & Competencies
- Strong understanding of category management methodologies and strategic sourcing processes.
- Deep knowledge of supplier risk management and supply continuity frameworks.
- Excellent stakeholder management and influencing skills across multiple organizational levels.
- Strong analytical, commercial, and negotiation capabilities.
- Experience with supplier performance management and governance structures.
- Ability to operate effectively in a fast-paced, matrixed, and multicultural environment.
- Excellent communication and presentation skills.
Preferred Qualifications
- Professional procurement certifications such as CIPS, CPSM, or equivalent.
- Experience with procurement systems such as SAP Ariba, Coupa, Oracle, or similar platforms.
- Knowledge of ESG, third-party risk management, and supplier sustainability programs.
- Experience supporting regional procurement operations across Asia-Pacific.
