Project Manager & Lead Instructional Designer (1 FTE)

Work Arrangement: Remote (7am-4:00pm M-F)

Worksite Address: 3500 Pennsy Dr, Landover, MD 20785 (Mandatory onsite training with occasional on-site meetings at Carmen Turner Facility in Landover, Maryland or other Metro facilities.)

Agency Interview Type: Either Web Cam or In Person

Engagement Type:  1 Year initial Contract with a possible extra 2 Years extension on yearly basis

Start Date:12/08/2025 End Date:06/30/2026 (Possible conversion or extension)

Major Duties and Responsibilities:
Oversee Instructional Design Activities: Lead the end-to-end instructional design process, ensuring
that all training materials are grounded in adult learning theory and aligned with Metros
requirements and technical competencies.
Ensure Alignment with Learning Objectives: Collaborate with SMEs and stakeholders to define
clear, measurable learning objectives and ensure all instructional content supports desired
performance outcomes.
Manage Project Timelines and Milestones: Develop and maintain detailed project plans, track
progress against key milestones, and address risks or delays to ensure timely delivery of training
products.
Engage in Proactive Stakeholder Communication: Maintain regular communication with
stakeholders to provide project updates, gather feedback, and ensure alignment with strategic
training goals and operational needs.
Conduct Quality Assurance Reviews: Implement and oversee quality assurance processes to
review instructional materials for accuracy, consistency, accessibility, and instructional
effectiveness before deployment.
Coordinate Cross-Functional Teams: Serve as the primary liaison between instructional designers,
SMEs and multimedia developers to ensure cohesive collaboration and communication throughout
the project lifecycle.
Monitor and Report on Project Performance: Provide regular updates to leadership on project
status, resource utilization, and outcomes, using data to inform decisions and continuous
improvement efforts.
Support Evaluation and Continuous Improvement: Guide the development and implementation of
training evaluation strategies, analyze feedback and performance data, and lead efforts to refine
and enhance instructional programs.
Project Management: Serve as the project manager and primary point of contact with Metros
COTR/Project Manager for the contract.
Minimum Qualifications:

Masters degree in Instructional Design, Education, or related field
7+ years of experience in instructional systems design
4+ years of experience in project management and stakeholder communication
2+ years of experience leading a team
Proficiency in ADDIE methodology
Familiarity with adult learning theory and instructional technologies
Proficiency in Adobe Captivate (Classic and/or New version)
Experience with technical training programs
Knowledge and experience with Web Content Accessibility Guidelines (WCAG) version 2.2
Experience holding working sessions with executives and senior leadership
Experience designing multi-week training programs for new employees
Experience designing continuing education tracks for existing employees
Preferred Qualifications:

Project Management Certification (PMP or similar)
Experience with transit technical training programs
