Job Title: Senior Health, Safety, and Environment (HSE) Manager

Location - UK
Contract length - 3 Months - can be extended
Day rate - DoE OUTSIDE IR35
Working pattern - Can work remotely from the UK, maybe required to travel to Abu Dhabi

Job Summary

The Senior Health, Safety, and Environment (HSE) Manager is responsible for overseeing and implementing comprehensive health, safety, and environmental programs within the railway organization. This role plays a pivotal role in creating and maintaining a safe working environment for employees, ensuring the safety of passengers, and ensuring that railway operations adhere to all relevant environmental regulations and standards.

Key Responsibilities

  1. HSE Strategy Development: Develop and implement the railway's HSE strategy, policies, and procedures to ensure compliance with local, state, and federal regulations.
  2. Safety Compliance: Monitor and ensure that railway operations meet safety standards and regulatory requirements. Conduct regular safety audits and inspections.
  3. Incident Investigation: Lead investigations into accidents, incidents, and near-miss events to identify root causes and develop preventive measures.
  4. Training and Education: Develop and deliver HSE training programs for employees, contractors, and other stakeholders to raise awareness and promote a culture of safety.
  5. Risk Assessment: Identify potential safety and environmental hazards, assess risks, and develop mitigation plans to reduce or eliminate risks.
  6. Emergency Response Planning: Develop and maintain emergency response plans to address accidents, natural disasters, and other critical incidents.
  7. Environmental Compliance: Ensure compliance with all environmental regulations, including waste management, emissions control, and pollution prevention.
  8. Reporting and Documentation: Prepare and submit HSE reports to regulatory authorities as required. Maintain accurate records of incidents, investigations, and compliance activities.
  9. Safety Committees: Collaborate with safety committees and stakeholders to promote safety initiatives and continuous improvement.
  10. Budget Management: Manage the HSE budget effectively, allocating resources for training, equipment, and safety measures.
  11. Stakeholder Engagement: Liaise with regulatory agencies, government authorities, and community organizations to address safety and environmental concerns.

Qualifications:

  1. Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field (Master's degree preferred).
  2. Professional certifications in HSE (e.g., Certified Safety Professional, Certified Environmental Professional) are highly desirable.
  3. Proven experience in railway safety and environmental management, with a minimum of 15 years in a leadership role.
  4. Strong knowledge of international HSE railway safety regulations.
  5. Excellent communication and leadership skills.
  6. Analytical and problem-solving abilities.
  7. Proficiency in using HSE management software and tools.
