Purpose of the job

  • Strategic planning and development for network optimization and performance improvement projects across orange converged transport network to fulfill Orange business objectives through providing new optimization solutions, techniques, tools, processes for fixed and mobile services roadmap.
  • Ensure highest performance of all technical activities within Orange converged transport network with an optimized approach for CAPEX and OPEX

Duties and responsibilities

  • Lead deep research with different vendors and consult Orange experts community from different affiliates to identify benchmarks, KPIs and industry best practices for the mobile and fixed services in accordance with Orange group technical strategy and reference architectures models.
  • Decide and acquire state of the art performance management, monitoring and simulation tools through initiating and managing technical RFI, RFPs and RFQs that may cover multiple disciplines in different functions across the technology department.
  • Evaluate and Approve the new configuration work orders for major network activities and submits changes to resolve findings, gaps and problems in IP data network work orders.
  • Initiate and manage network optimization, performance improvement and automation projects from an End to End perspective to improve network KPIs, lower the time to market and reduce the cost.
  • Lead the adoption of cutting-edge technologies in the areas of IP network optimization and performance management that support different types of services like VOIP, Fixed Broadband , B2B solutions , 3G/4G , telecom cloud, NFV, triple play services and all Orange critical services.
  • Ensure and manage the optimization of international and local Bandwidth distribution to save OPEX in line with the group operational direction for 2020 plan
  • Manage life cycle development and deployment of performance management, capacity planning and network optimization tools either through internal development or through vendors.
  • Formulate and authorize network optimization policies/procedures, KPIs, redundancy rules and design standards for converged mobile-fixed transport network and continuously benchmark them with the updated industry standards (like 3GPP, LTE).
  • Evaluate and Formulate proper optimization in workflows with cooperation from different technical teams to ensure that incident/problem management processes probably handle raised issues. and be accountable for the end results that directly impact tens of services and millions of fixed and mobile customers.
  • Build and lead work groups from different functions to integrate the new optimization tool within Orange environment including the creation of new work flow, KPIs, conduct training to involved functions
  • oversee inspection (debugging, analysis) of converged transport network (Converged Backhauling, Backbone & Transmission; Converged Core & Corporate IP Data Network; Telco Cloud infrastructure) to grantee healthy environment for all running services of mobile and fixed customers.
  • Manage and develop the annual Budget, prioritize tools purchases and balance projects' expenditures to align the overall investment with the group's direction for the next fife years
  • Develop and implement business cases for service improvement and strategic cost saving (CAPEX/OPEX), then evaluate TCO, operation interruption, risk of No-Go across all Orange functions in order to judge the proper investment in network optimization projects and tools.
  • Align all decisions and activities within the optimization and performance scope with the company's strategy and business objectives (Ex. All-IP) as well as with Orange's vision and mission towards our customers.
  • Lead deep Analysis and interpretation of relevant information from multiple data sets to build fast optimization solutions for Major service alerts (Ex.: inefficient traffic distribution, H/W EoS and EoL)
  • Provide problem solving for complex issues during the optimization project of converging the fixed and mobile IP data networks considers the multidimensional effects on the business/operation (resources utilization, different purchasing alternatives, saving, quality of technical solution and TE responses) to ensure having design optimization and seamless services integrations.
  • Develop optimization techniques for "what-if" failure analysis of Orange IP/MPLS network, IP traffic and carrying out risk assessment to minimize failure risks using one of the risk mitigation techniques.
  • Negotiate and ensure full alignment of the scope and objectives of all network optimization and performance improvement projects with both strategic & tactical executives to streamline the flow of work progress for business critical services (Ex. services that generate new revenue streams).
  • Representing network optimization and performance interests in argument with stakeholders from the functions outside the Transport network or external third parties (TE, suppliers or vendors) during the different network optimization project phases until solving any conflict of interest and ensure having positive impact on all projects, operational services and Orange customers.
  • Managing the business relationship with various vendors and suppliers to secure adaptation of new technologies and optimization tools.

Job specification

Education

BSc. Communication Engineering, MBA is a plus.

Experience

  • 10+ years of Experience
  • 6+ years of work experience with IPMPLS network architecture, & telecom network infrastructure
  • 4+ years of work experience in network capacity planning and optimization
  • Possess knowledge, skills, & practical experience IP network operation processes
  • Strong experience designing and working with IP core and traffic analysis
  • 5+ years work experience in managing technical teams.
  • Solid business experience and strong experience in building business cases and budgeting.
  • solid experience in managing telecom projects
