Job Overview:
Our client, a leading company in the construction industry, is seeking a highly organized and strategic Purchasing Manager to oversee the procurement of materials, equipment, and services essential for large-scale construction projects. The ideal candidate will have extensive experience in supply chain management and a deep understanding of the construction market in Cambodia.

Key Responsibilities:

  • Procurement Strategy Development: Develop and implement a comprehensive purchasing strategy that aligns with the company's goals, focusing on cost-effectiveness, quality, and timely delivery of materials and services.
  • Supplier Relationship Management: Identify, evaluate, and establish relationships with reliable suppliers and vendors. Negotiate contracts, pricing, and terms to secure the best deals for the company.
  • Inventory Management: Monitor inventory levels to ensure optimal stock levels are maintained, avoiding shortages or overstocking. Implement inventory control procedures and forecast material requirements based on project timelines.
  • Cost Control: Analyze market trends and supplier performance to identify cost-saving opportunities without compromising quality. Regularly review purchase orders and invoices to ensure accuracy and compliance with budgetary constraints.
  • Quality Assurance: Ensure that all procured materials and equipment meet the required quality standards and specifications. Work closely with the quality control team to address any issues or discrepancies.
  • Vendor Performance Evaluation: Conduct regular assessments of supplier performance, focusing on delivery times, product quality, and responsiveness. Implement corrective actions as needed to maintain high standards.
  • Collaboration with Project Teams: Work closely with project managers, engineers, and site supervisors to understand material needs and project schedules. Provide timely updates on the status of procurement activities.
  • Risk Management: Identify potential risks in the supply chain and develop mitigation strategies to minimize disruptions to project timelines.
  • Reporting: Prepare and present procurement reports to senior management, highlighting key metrics, cost-saving achievements, and supply chain efficiency.

Qualifications:

  • Educational Background: Bachelors degree in Supply Chain Management, Business Administration, or a related field. A professional certification in procurement or supply chain management is a plus.
  • Industry Experience: Minimum of 5 years of experience in procurement or purchasing within the construction industry, with a proven track record of managing complex supply chains.
  • Negotiation Skills: Strong negotiation skills with the ability to secure favorable terms and conditions while maintaining positive relationships with suppliers.
  • Analytical Skills: Proficient in data analysis and cost control strategies. Ability to assess market trends and make informed purchasing decisions.
  • Communication and Interpersonal Skills: Excellent communication skills with the ability to collaborate effectively with internal teams and external partners.
  • Attention to Detail: Meticulous in reviewing contracts, purchase orders, and specifications to ensure accuracy and compliance.
  • Technical Knowledge: Familiarity with construction materials, equipment, and industry standards is essential.
  • Language Skills: Fluency in English and Khmer is preferred.
