Location: Australia (Flexible / Hybrid)
Contract: Initial 6–12 months
Rate: Competitive daily rate (aligned to senior transformation SME market)
The Opportunity
A major regulated network organisation is undertaking a large-scale transformation of its portfolio management and delivery capability.
We are looking for a Portfolio Management SME to lead the diagnostic and redesign of the portfolio operating model, bringing structure, rigour, and real-world experience from similar DPMO / PMO transformations.
This is a high-impact role sitting at the intersection of strategy, governance, and delivery execution — ideal for someone who has shaped how complex capital portfolios are planned, governed, and controlled within regulated environments.
What You'll Be Doing
- Lead a current state diagnostic across portfolio management, governance, and delivery frameworks
- Design a future state operating model aligned to regulatory, investment, and delivery outcomes
- Review and uplift key artefacts including:
- Portfolio Investment Plans (PIP)
- Delivery Plans
- Portfolio controls and reporting frameworks
- Establish clear programme vs project governance models and decision rights
- Assess and improve estimating practices across capital works and transformation initiatives
- Define and embed portfolio controls, including financial governance, scheduling, and performance tracking
- Facilitate senior stakeholder workshops to drive co-design and alignment
- Provide pragmatic recommendations grounded in real delivery environments (not just theory)
What We're Looking For
- Proven experience as a Portfolio Management SME / Lead within regulated utilities or network organisations
- Deep expertise across:
- Portfolio governance frameworks
- Capital planning (PIP / investment planning cycles)
- Delivery planning and controls
- Programme vs project structures
- Demonstrated experience delivering PMO / DPMO redesign engagements
- Strong understanding of regulatory environments (energy, utilities, infrastructure)
- Advanced capability in estimating frameworks and cost governance
- Exceptional stakeholder engagement skills — able to operate at Exec and GM level
- Strong facilitation skills with experience running structured workshops and co-design sessions
