Role Purpose
The Deputy FPSO Manager is responsible for supporting the FPSO Manager in the delivery of the FPSO package and focuses on stakeholder alignment, external interface coordination, regulatory support, project execution follow-up, and risk mitigation to ensure FPSO engineering, construction, integration, commissioning, and operational readiness activities are delivered safely, efficiently, and in line with project cost, schedule, HSSE, and delivery objectives.
Responsibilities include but are not limited to the following:
- Support the FPSO Manager in managing and delivering the FPSO package under the L&O Contract.
- Coordinate FPSO activities across engineering, procurement, construction, integration, commissioning, and operational readiness phases.
- Act as the Company focal point for FPSO-related stakeholder engagement with government authorities, Joint Venture Partners, regulatory bodies, contractors, and key external stakeholders.
- Develop and implement stakeholder engagement plans to support project execution and timely decision-making.
- Ensure stakeholder expectations are aligned with the technical, commercial, regulatory, HSSE, and execution priorities of the FPSO package.
- Act as a key interface between the FPSO package and other project packages, including SURF, ORF, GEP, export pipeline, and related workstreams.
- Coordinate with the FPSO Contractor, Company teams, package contractors, and external stakeholders to resolve interface issues and avoid delays.
- Identify, monitor, and support mitigation of stakeholder-driven, regulatory, and external interface risks that may impact FPSO delivery.
- Track, escalate, and drive closure of key external actions, approval delays, interface issues, and execution dependencies.
- Work with engineering, HSSE, commercial, and project teams to ensure regulatory requirements are embedded in FPSO delivery plans.
- Support coordination with relevant authorities, including SKK Migas, MIGAS, maritime authorities, environmental authorities, and other agencies as required.
- Ensure activities are conducted in accordance with Company policies, project execution plans, applicable regulations, and HSSE requirements.
- Promote strong HSSE commitment across all FPSO interfaces and ensure HSSE risks are identified, managed, and reduced to ALARP.
Qualifications:
Education:
- Minimum bachelor's degree in Engineering, preferably Mechanical, Marine, Naval Architecture, Offshore Engineering, or related discipline.
- Master's degree or additional qualification in Project Management, Energy, Engineering Management, or related field is preferred.
Experience:
- Minimum 15 years of experience in offshore oil & gas projects.
- At least 8 years of leadership experience in offshore production systems, preferably including FPSO projects.
- Full lifecycle FPSO project experience from concept / FEED through EPCI execution, integration, commissioning, and start-up readiness.
- Experience with FPSO delivery under Lease & Operate, EPCI, or similar contracting models is preferred.
- Experience working with FPSO Contractors, shipyards, engineering contractors, package contractors, regulators, and Joint Venture Partners.
- Experience working in Indonesia with familiarity in local authorities, regulatory processes, and stakeholder environment.
- Deepwater or complex offshore development project experience would be an advantage.
Knowledge & Skills:
- Good knowledge of FPSO systems, including topsides, hull, marine systems, mooring, utilities, process facilities, and integration requirements.
- Strong understanding of offshore project execution, including FEED, detailed engineering, procurement, fabrication, yard integration, commissioning, and start-up readiness.
- Strong interface management capability across FPSO, SURF, pipelines, ORF, GEP, and related facilities.
- Strong project coordination, planning alignment, risk identification, mitigation follow-up, and issue escalation skills.
- Excellent stakeholder engagement, communication, facilitation, and influencing skills.
- Good understanding of Indonesian oil & gas regulatory frameworks and stakeholder environment.
- Good understanding of HSSE requirements, risk management, ALARP principles, and project governance.
- Proficient in Microsoft Office Suite and project management / reporting tools.
- Fluent in English, both written and verbal.
