ROLE PURPOSE:

  • To support the Project Controls Manager in all planning and scheduling aspects associated with development projects.
  • To act in the lead role in providing planning expertise for the entire Project Control department.
  • To identify planning and scheduling, in detail, for all project activities.
  • To design, implement and administer the associated planning and scheduling procedures, processes, databases and workflow systems.
  • To take the lead role in liaison with project planning and scheduling counterparts in contractor and vendor organisations, the BU, JV Partners and regulatory bodies.
  • To provide planning and scheduling data inputs to the economic models and BU Finance department either directly or via Senior Project Controls Engineer.
  • To verify and validate, all project related planning and scheduling activities.
  • To challenge, comment and advice contractor and vendor planning and scheduling teams to ensure that the overall project schedule is detailed out and that all planning and scheduling data are integrated across the project.
  • To verify and validate all contractor and vendor planning and scheduling submissions and to prepare detailed planning and scheduling analyses in situations which require planning and scheduling challenge with contractors and/or vendors.
  • To identify, capture and incorporate into the project planning and scheduling all the applicable project inputs from all stakeholders.
  • Ensure that all planning and scheduling activities are properly coordinated, integrated and incorporated within the schedule resource database (within P6, etc.)
  • All the activities specified above have to be properly documented and stored in Project Folders and Share Point.
  • To be based at the various project location e.g. KL office, Contractors office, Fabrication yard and Offshore, to support the Project

KEY ACCOUNTABILITIES:

Planning

  • Lead Planning Engineer in preparing various project summary level schedules and schedule analysis reports.
  • Develop and maintain critical path based on engineering, procurement and construction philosophies for the project.
  • Maintain regular status and reporting of activity progress contained within the project schedules.
  • Prepare actual and forecast assessments of schedule progress for all project phases.
  • Monitor production of engineering design deliverables and develop forecasts based on their performance.
  • Monitor procurement and material delivery dates and incorporates them into the schedules.
  • Prepare assessments of construction activity progress based on installed quantity and man-hour expenditure information obtained from construction contractors. Responsible to set up construction quantity base histogram monitoring.
  • Responsible for detail planning & scheduling of Project Hook-Up, Commissioning and Start-Up activities, accountable for resources planning with resources loaded activities using relevant tools and responsible to expedite the close out of ITR-A, B & C completion. Conduct daily offshore construction & commissioning meeting at site.
  • Prepare management level reports, displaying curves, graphs and other pertinent statistical information.
  • Works with Cost Controller to incorporate project activity costs into schedule.
  • Work directly with construction & HUC contractors in planning weekly and monthly detail work plans.
  • Conduct weekly schedule reviews with construction & HUC contractors.
  • Develop schedule forecasts for work completion based on contractor performance, material deliveries and other influencing factors.
  • Conduct regular site visits to spot-check validity of reported schedule achievements
  • Prepare monthly schedule evaluation narrative for inclusion in project monthly report.

Project Schedule and Planning Policies, Systems, Processes & Procedures

  • Day-to-day checks on compliance with the overall integrated project schedule and stakeholder schedules.
  • Administer all policies and procedures applicable to the projects.
  • Audit of internal and contractor/vendor policies and standards compliance to ensure that cost control processes comply with project and/or BU specifications.
  • Continuous monitoring of the contractor and vendor schedule control management systems to ensure compliance.

Partnerships & Relationship Management

  • Support Project Controls Manager in delivering the MP stage gate process deliverables
  • Form solid relationships with all counterparts within MPM, contractor & vendor organisations, JV Partners, etc. in order to ensure smooth and efficient functional approvals.
  • Participate as required in any MPM or JV Partner reviews of project schedule.

Leadership

  • Take the lead role in advising the Project Controls Manager on schedule control priorities and conflicts within the project.
  • Ensure and demonstrate client leadership around contractors and vendors on schedule control processes.

Continuous Improvement

  • Provide input for the continuous improvement of project schedule control activities and practices.
  • Working on schedule planning and control towards international best practice.

Health, Safety, & Environment

  • Ensure contractor compliance with the HSSE aspects of project progress procedures.
  • Demonstrate exemplary commitment to MEs HSSE goals and culture.

KNOWLEDGE, SKILLS & EXPERIENCE:

Knowledge

  • A degree in a relevant engineering discipline
  • Conversant with Primavera P6 and Microsoft Project planning software is a must
  • PMP® or PMI-SP® certified is preferred

Experience

  • Minimum of 15 - 20 years of relevant project experience with a significant period in a planning role.
  • Broad oil & gas project planning and scheduling skills and advanced expert level skills in the use of scheduling tools and systems. Ideally should also have spent time in project planning related role in any PAC and within any oil and gas contractor and/or vendor organisation.
