ROLE PURPOSE:

  • Responsible and Oversight over MPMY operational assets with regards to equipment maintenance to enhance efficiency, effectiveness, reliability of company assets.
  • Responsible for managing and coordinating asset integrity, maintenance, inspection and testing activities to assure the continued safe operation of the platform operation, contributing to the success of the organisation through achieving company objectives.

KEY ACCOUNTABILITIES:

Policies, Processes, Procedures and Standards

  • Developing, reviewing, enhancing and implementing processes, practices and procedures to ensure that all equipment maintenance activities follow a consistent strategy across our platforms and fields.
  • Oversee the implementation of procedures and controls covering all areas of maintenance and activities so that all relevant procedural and/or legislative requirements are fulfilled while delivering efficiency, reliability, effectiveness and safety.

Safe Operations

  • Monitor overall production uptime (planned and unplanned) and review production loss management system to identify the root cause of maintenance deficiencies and work towards to closing the gaps e.g. improve facility uptime.
  • In charge of developing specific isolation procedures and standing instruction to support front line during plant turnaround.
  • Accountable to ensure that the operating manual and procedure are updated as per the company guideline.
  • Support HAZOP and HAZiD sessions as required.

Maintenance Strategy

  • Implement the Maintenance Strategy to enhance reliability through an appropriate mix of planned and scheduled routine, predictive and corrective equipment maintenance activities.
  • Formulate, optimize and monitor overall maintenance stratgey to minimise shutdown window or deferred production.

Maintenance Planning & CMMS Management

  • Maintain complete and accurate records within the computerized Maintenance Management System.
  • Develop, monitor, control, report the master data in CMMS, and ensure they are up to date with current engineering data and the actual installation in the field. The scope will cover the asset register, equipment criticality assessment, preventive maintenance plan, and Bill of Materials.
  • Populate the master data in CMMS, and ensure it functions properly through regular report, audit, and look ahead planning forecast.
  • Optimize the maintenance plan and schedule to ensure the required resources are properly flattened.
  • Lead and Liaise with discipline engineers in maintenance team to develop the short term and long term maintenance plan including the maintenance budget.
  • Auditing the effectiveness of equipment sparing, rebuildable process, inventory levels and standard operating procedures.
  • Providing Operations and Engineering with maintenance input for facilities improvements and new projects design, construction and commissioning.
  • Regularly forecast the maintenance plan and required materials. Ensure there is no materials shortage on the next 30 days look ahead.
  • Implement and manage the spare parts program to track and monitor the usage of critical spare parts.

Planned Shutdown

  • Manage maintenance aspects of planned shutdowns by effective coordination and use of the shutdown time to minimize down time.
  • Participate in planning, preparing and coordinating shutdown campaign and to develop specific shutdown and start-up procedure.
  • As a shutdown manager to follow up with all parties to get the shutdown work scope, resources, duration, and ensure the shutdown time is optimized through the efficient planning.

Budgets and Plans

  • Monitor the financial performance of maintenance aspects to lever cost savings without degradation of service.
  • Develop the annual maintenance plan and manpower forecasts.

Contracts

  • Identify maintenance work to be contracted out, specify the Scope of Work (SoW), Bills of Quantities (BoQ) and pricing schedules to be incorporated in the contract document(s).
  • Participate in review of technical bids in order to facilitate the assessment of the bids and provide commercial estimates for commercial evaluations.
  • Provide input to contract implementation and as necessary during the operation of contracts.
  • Provide input for the establishment of materials to be held in the warehouse as coded stock replenishment items.
  • Provide input to Procurement for the establishment of material purchase agreements or price books, e.g. usage, quantities, etc., in order to facilitate the negotiation of quantity discounts and minimise stock inventory.

Health, Safety, & Environment

  • Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls throughout the Maintenance Organisation to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.
  • Participate in investigation when required.

KPIs and Reports

  • Ensure that all Maintenance reports are prepared timely and accurately and meet Company requirements, policies and standards.
  • Regularly run the historical report and provide the top bad actors to relevant parties, such as maintenance, production, to review and gather corrective actions from discipline engineer to develop the forward plan to improve the facility,
  • Regular review and discuss with maintenance offshore and onshore to improve the maintenance schedule and tasks as appropriate or as per vendor updated service bulletin.

Personnel Development

  • Develop the team of direct reports and support their development, actively supervise individuals competences in his/her team. Ensure that direct reports understand their roles and responsibilities.
  • Carry out performance assessment and career development for team members.

KNOWLEDGE, SKILLS & EXPERIENCE:

Knowledge:

University degree in an appropriate Engineering Discipline or Production Engineering plus training in HSSE and Maintenance with wide knowledge of the upstream Oil and Gas industry.

Experience:

Minimum of 10 years experience directly associated with the maintenance of utilities and production processes, plant and equipment with the majority of that experience obtained in field operations, at least 7 years of which must be at a senior supervisory level.
