Responsibilities include but are not limited to the following:
- Develop contracting strategy of deep water development from Select stage up to Operate phase.
- With support from SCM team, conduct tender process based on technical scope from engineering team.
- Clarify, negotiate and resolve any gap of contract administration, commercial and T&Cs during tender process until contract award.
- Manage contracts execution for deep water offshore facilities which include subsea equipment, pipeline, FPSO and onshore receiving/ processing facilities.
- Ensure contract compliance with company policies, industry standards, and local regulations.
- As key person to resolve disputes and claims, ensuring alignment with contractual terms and minimizing risks to the project.
- Develop and implement procurement strategies tailored to deepwater project requirements.
- Identify and prequalify suppliers, vendors, and contractors for specialized deepwater technologies and services.
- Drive cost optimization while maintaining quality, safety, and delivery schedules.
- Monitor market trends and maintain strong relationships with global and regional suppliers.
- Conduct risk assessments for contracts and procurement activities.
- Ensure compliance with environmental, health, safety, and sustainability regulations.
- Align procurement processes with anti-corruption laws and international trade compliance standards.
- Work closely with engineering, construction, and operational teams to ensure timely and efficient procurement.
- Coordinate with finance and legal departments to ensure accurate budgeting, payments, and compliance.
- Act as the primary point of contact for procurement and contracting matters with external stakeholders.
- Oversee supplier and contractor performance, ensuring adherence to contractual obligations and project specifications.
- Lead resolution of vendor issues, including delivery delays or quality concerns.
- Conduct performance reviews and manage continuous improvement initiatives.
- Maintain accurate records of contracts, procurement plans, and vendor evaluations.
- Provide regular updates on procurement progress, budget adherence, and risks to project leadership.
- Develop Key Performance Indicators (KPIs) to measure procurement effectiveness.
Qualifications include but are not limited to the following:
- Minimum bachelors degree in business administration, engineering, supply chain management, or a related field. Advanced degrees, e.g. MBA or masters in supply chain management, are advantageous.
- Minimum 25 years of experience in procurement, contracts, and supply chain management in upstream oil and gas.
- Demonstrated expertise in managing large-scale contracts and procurement for deep water offshore projects is a must.
- Direct experiences in leading tender processes and negotiations with major deep water contractors and FPSO companies.
- Strong understanding of deepwater-specific equipment and services, such as subsea production system, SURF, FPSOs and L&O contract services.
- Familiarity with risk management techniques and cost control methodologies.
- Strong negotiation, problem-solving and analytical skills.
- Excellent communication and stakeholder management abilities.
- Leadership experience in a multicultural, multidisciplinary team environment.
- Experience with international procurement and logistics in remote offshore locations.
- Willingness to travel and engage with vendors and project sites as needed.
- Certified Professional Contracts Manager (CPCM), Certified Supply Chain Professional (CSCP), or similar are highly valued.
