About the job Senior Specialist, Capability, Learning & Development
ROLE PURPOSE:
The role has been established to deliver Human Capital (HC) Capability, Learning & Development activities in support of the Malaysia Business Unit (BU). This role facilitates the development and implementation of HC related capability management, learning and development activities that are critical to achieving the BU Strategic plan.
The person will provide HC Capability, Learning & Development advice to the Country HC Manager (CHCM) and to all levels of line management with regards to building employee skills, knowledge and attributes (SKA), enabling employees to fulfil their potential in contributing to the organisation.
It is essential that the Senior Specialist, HC Capability, Learning & Development has an intimate understanding of current Mubadala Energy (ME) and broader industry Talent Management, L&D and Organisation Development methodologies, tools, systems and processes and a passion in bringing a learning culture to the organisation.
While the role will be based in the Malaysia BU with the focus of effort on supporting the Country's BU, the incumbent will be expected to work closely with the Capability, Learning & Development SME in order to align with Mubadala Energy Capability, Learning & Development strategy, policies and processes.
KEY ACCOUNTABILITIES:
Organizational Development (OD)
- Conduct organisational assessments to identify areas where the organisation could improve its performance and culture.
- Lead the design, development and implementation of programmes, policies and strategies to fill organisational development needs and achieve programme objectives.
- Support strategic change initiatives throughout the BU to enhance organizational effectiveness by assessing employee and organizational change readiness.
- Plan, coordinate, develop, and deliver organizational wide initiatives for BU HC.
- Support initiatives driving the Talent Management Program.
- Coordinate and develop the organizational tools and initiatives to enhance organization capability (promotional criteria, career plans, 360 feedback and varied programs).
Learning & Development (L&D)
- Develop learning strategy, competencies management framework and programme.
- Design and deliver learning programmes that maximises return on investment.
- Apply trends and developments from the external learning market to Malaysia BU.
- Collaborates and communicates with stakeholders on uses of competence frameworks and how to integrate into Human Capital processes.
- Apply a systematic approach for project definition, audience analysis, design flow, course materials development and deciding implementation / delivery.
- Coach and mentor others with regards to the broad range of L&D elements, such as competency management, comprehensive L&D strategies and use of design methods that create high value learning events.
- Generates improvements to organisations effectiveness through implementation of comprehensive L&D strategies, practices and procedures for competency management, learning theories, strategies, technologies and interventions.
- Identify development priorities, propose plans and implement initiatives to meet business needs.
- Integrate L&D activities to support Workforce, Succession and Performance Management.
- Implement L&D practices to integrate technical, professional and personal development solutions with broader company business policies and practices.
- Advise clear objective and outline of the trainings to External Vendors, customize the content to align with business need.
- Evaluate, analyse training and revise the programme as necessary to improve training efficiency and ensure trainings run smoothly.
Leadership Curriculum Development Support
- Support corporate in designing and expanding Mubadala Energy Leadership Curriculum and development programmes by giving input and advise needs from local business unit.
Talent Management and Succession Planning
- Create and delivers talent management, succession planning and skill pool action plans.
- Improves organisation capability through talent management processes and plans.
- Implements talent management processes, policies and programmes.
- Drives the delivery of talent management processes, policies and programmes within the BU for optimal results
- Manages high potential identification processes.
- Develop and sustain a pipeline of talent pool covering all levels.
- Develop and manage a structured internship and graduate programme.
Manage L&D and OD Reporting
- Maintain and keep track of L&D and OD report for internal and external uses, including:
- Training Related Report
- Promotion Statistic
- Talent Review Action Report
- Succession Report
Relationship Management
- Develop and maintain alliances with Business Unit Management, Operations line managers, External Vendors, Industry experts, and L&D and OD Community.
Reporting
- Develop and comply with BU and Corporate HC reporting methodologies.
- Provide all HC information to the Management team as required.
Continuous Improvement
- Keep up to date with L&D and OD community by research on relevant journals; attend the relevant meeting/seminar/courses.
- Provide recommendations and implement systemic process improvements.

- Bachelors degree (essential) and Masters degree (preferred) in HRM or E&P discipline.

Experience:
- Demonstrated ability to lead the analysis, design, and implementation of HR policies and processes.
- 10-15 years of experience in a senior functional HR role, with at least 3 years of experience in a HR Management role.
- Min 3 years experience in Oil & Gas (with preference in E&P disciplines)/Commodities industry.
- Broad experience in dealing with Employee Relations and labor laws.
