2. ROLE PURPOSE:

The Site Representative will act as Mubadala Energy's on-the-ground focal point for the Commonwealth LNG development in Houston and Louisiana, providing direct oversight, assurance, and representation across procurement, construction, commissioning, and start-up activities for a large-scale LNG project. The role is critical to protecting Mubadala Energy's interests as a non-operated asset owner and ensuring project execution aligns with company objectives, technical expectations, safety requirements, schedule commitments, cost discipline, and governance standards.

• Promote strong HSSE leadership and verify that project activities are conducted in compliance with applicable legal, regulatory, contractual, and company requirements.

• Champion a proactive safety culture and intervene where necessary to reinforce safe execution practices.

• Monitor implementation of quality assurance and quality control processes across procurement, construction, and commissioning phases.

• Ensure timely communication of material risks, deviations, non-conformances, and lessons learned to Mubadala Energy management.

• Total recordable incident rate and lost time incident rate

Project Representation and Oversight

• Represent Mubadala Energy at the Commonwealth LNG project site and associated execution offices in Houston and Louisiana.

• Serve as the primary day-to-day interface between Mubadala Energy and the operator, EPC contractors, vendors, and other key project stakeholders.

• Monitor project execution activities to ensure alignment with approved project objectives, contractual commitments, and Mubadala Energy expectations.

• Provide visible field presence and independent insight on project progress, risks, issues, and emerging opportunities.

• Percentage of key project milestones achieved on schedule

• Number of material issues identified early and escalated in time

• Quality and timeliness of site representation reports

Procurement Oversight

• Monitor procurement strategy, critical purchase orders, expediting status, logistics, and delivery performance for long-lead and safety-critical equipment.

• Review contractor and operator performance in relation to procurement planning, vendor management, quality surveillance, and material readiness for construction and commissioning.

• Identify potential supply chain bottlenecks and recommend mitigation actions to minimize schedule and cost impacts.

• Percentage of critical purchase orders placed on time

• On-time delivery rate for long-lead equipment and materials

• Number of procurement-related delays affecting critical path

• Vendor and contractor compliance with technical and quality requirements

Construction Oversight

• Oversee construction activities with a focus on safety, quality, productivity, constructability, and adherence to approved specifications and execution plans.

• Track field progress against milestones and verify that reporting accurately reflects site conditions and actual completion status.

• Review construction sequencing, interface management, preservation practices, punch listing, and system handover readiness.

• Escalate concerns related to contractor performance, change management, site coordination, and execution inefficiencies.

Commissioning and Start-Up Assurance

• Monitor pre-commissioning, commissioning, start-up, and performance test activities to ensure systems are safely and systematically brought into operation.

• Assess commissioning readiness, including completion status, documentation, procedures, staffing, training, operability, and handover quality.

• Review key commissioning deliverables, critical path activities, and operations readiness plans.

• Support identification and resolution of issues that could affect safe start-up, reliability, production ramp-up, and asset integrity.

• Percentage of systems handed over to commissioning on schedule

• Number of commissioning-critical issues affecting start-up

Stakeholder Management and Reporting

• Provide regular written and verbal updates to the SVP, Non-Operated Assets on project status, risks, opportunities, and recommended actions.

• Prepare concise, decision-focused reports covering HSE performance, schedule progress, construction status, commissioning readiness, commercial exposure, and key management concerns.

• Support internal governance reviews, partner discussions, technical reviews, and investment assurance processes.

• Build effective working relationships with internal and external stakeholders while maintaining independence of judgment and clarity of representation of Mubadala Energy's interests.

• Timeliness and quality of management reports for leadership

5. FRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY:

The Site Representative shall operate within Mubadala Energy's approved governance framework, delegated authority limits, project assurance processes, and applicable corporate policies and standards.

The role is primarily one of oversight, assurance, coordination, and escalation rather than direct operational control of the asset or contractor organizations.

The position holder is expected to exercise independent professional judgment in monitoring project execution and in identifying, assessing, and escalating risks, issues, deviations, and opportunities that may affect safety, quality, schedule, cost, operability, or shareholder value. The Site Representative may challenge contractor and operator positions, request clarification, recommend corrective actions, and advocate for Mubadala Energy's interests in technical and project delivery matters.

The role does not have unilateral authority to approve changes to project scope, budget, schedule baseline, contracting strategy, or operator execution plans unless such authority is expressly delegated in writing.

Formal approvals relating to commitments, expenditure, commercial decisions, major technical deviations, claims positions, or governance matters remain with the operator and/or Mubadala Energy management in accordance with the applicable joint venture, shareholder, project, and corporate approval processes.

Within the scope of the role, the Site Representative is expected to:

• Monitor and assess procurement, construction, commissioning, and start-up performance against approved plans and contractual obligations.
• Provide recommendations to the SVP, Non-Operated Assets on issues requiring management attention or intervention.
• Escalate material concerns promptly where there is risk to HSSE, asset integrity, project delivery, regulatory compliance, or value protection.
• Support technical, commercial, and governance reviews with fact-based field insight and independent assurance.
• Coordinate with relevant Mubadala Energy functions to ensure internal alignment before matters are elevated externally where appropriate.

The role must work within a non-operated asset model, recognizing that accountability for day-to-day execution remains with the operator and its contractors. Accordingly, influence is exercised through oversight, technical challenge, relationship management, disciplined reporting, and timely escalation rather than direct command authority.

6. COMMUNICATIONS & WORKING RELATIONSHIPS:

The Site Representative is required to maintain strong, credible, and constructive working relationships across Mubadala Energy, the operator organization, EPC contractors, vendors, consultants, and other project stakeholders. The role requires frequent communication at site, project office, and senior management levels, with an emphasis on clarity, professionalism, responsiveness, and sound judgment.

Internal Communications

The role will maintain regular contact with:

• EVP Technical & decarbonization
• SVP, Non-Operated Assets
• All technical functions ,HSSE, Technical, Commercial, Supply Chain, Legal, and Finance functions as required
• Mubadala Energy leadership involved in project governance, assurance, and investment oversight

The Site Representative will provide routine and ad hoc updates on project progress, emerging risks, critical decisions, contractor performance, commissioning readiness, and matters requiring escalation or management support.

External Communications

The role will interface regularly with:

• Operator project management and site leadership teams
• EPC and major subcontractor management personnel
• Commissioning, start-up, and operations readiness teams
• Key equipment suppliers and vendors where required
• Joint venture and project partner representatives, as applicable
• Regulatory, inspection, or assurance stakeholders as necessary and in alignment with approved protocols

7. Knowledge,sKILLS & EXPERIENCE:

Experience

• Minimum 20 years of experience in the procurement, construction, and commissioning of large LNG plants in North America.

• Must have significant direct experience on large LNG projects greater than 8 MTPA.

• Demonstrated experience in site-based roles supporting major capital projects through execution, commissioning, start-up, and handover.

• Experience working with owners, operators, EPC/EPCM contractors, and major equipment suppliers in complex international project environments.

• Prior experience in a shareholder, partner, or non-operated asset oversight role is highly desirable.

Technical and Professional Skills

• Strong understanding of LNG plant design, modularization, procurement, construction methods, completions management, commissioning systems, and start-up planning.

• Strong knowledge of project controls, schedule risk, interface management, quality systems, contractor management, and field execution challenges.

• Ability to identify emerging risks early and provide practical, commercially sound recommendations.

• Strong written and verbal communication skills, including the ability to produce clear reports for senior leadership.

• Strong leadership presence, stakeholder management capability, and ability to work effectively across technical, commercial, and management interfaces.

Qualifications

• Bachelor's degree in Engineering or a related technical discipline.

• Advanced degree and/or professional engineering qualification preferred.
