Role Purpose:
Support compliance with Local Content (TKDN) requirements by coordinating planning, monitoring, verification, and reporting activities in accordance with applicable TKDN regulations, SKK Migas guidelines, MEMR / Directorate General of Oil and Gas requirements, and company procedures. The role supports contract-level TKDN monitoring, verification of completed contracts with TKDN commitments, coordination with independent surveyors, and timely submission of TKDN reports to internal and external stakeholders.

Responsibilities include but are not limited to the following:

  • Perform recapitulation, monitoring, and tracking of contracts with TKDN commitments across relevant company departments.
  • Coordinate with Contract Owners and discipline teams to collect TKDN-related data, documentation, and supporting evidence.
  • Support preparation and formalization of minimum TKDN thresholds in accordance with applicable regulations and contract requirements.
  • Coordinate with appointed independent surveyor companies to verify, validate, and confirm TKDN achievement.
  • Support final TKDN assessment for completed contracts with TKDN commitments.
  • Prepare and submit TKDN-related reports to internal management, SKK Migas, MEMR, and the Directorate General of Oil and Gas.
  • Support the Tanda Sah verification process, including document preparation, issuance follow-up, and reporting procedures.
  • Ensure TKDN data, records, and supporting documentation are accurate, complete, auditable, and properly maintained.
  • Monitor regulatory requirements and support compliance with TKDN regulations under the Gross Split scheme.
  • Liaise with contractors, independent surveyors, SKK Migas, MEMR, and internal stakeholders to support TKDN compliance and reporting.
  • Ensure all activities are conducted in accordance with company policies, procedures, and HSSE requirements.

Qualifications include but are not limited to the following:

Education:

Bachelor's Degree is required, preferably in Engineering or other relevant disciplines.
TKDN Verifier Certification by MEMR is required.

Experience:
Minimum 7 years of experience in Local Content / TKDN functions, preferably within the oil & gas industry.

Demonstrated experience in:

  • TKDN calculation, monitoring, verification, and reporting.
  • Supporting TKDN requirements for EPCI / EPCIC projects.
  • Working with SKK Migas, MEMR, Directorate General of Oil and Gas, contractors, and independent surveyors.
  • Managing TKDN documentation, contract commitments, and compliance reporting.

Skills:

1. Knowledge

  • Strong understanding of TKDN regulations, particularly within the oil & gas industry.
  • Good knowledge of SKK Migas guidelines, MEMR requirements, and Directorate General of Oil and Gas reporting processes.
  • Familiarity with Tanda Sah verification process and TKDN assessment procedures.
  • Understanding of contract administration and local content compliance requirements.

2. Soft & Hard Skills

  • Strong coordination and stakeholder management skills across multidisciplinary teams.
  • Good planning, monitoring, and reporting capability.
  • Strong attention to detail and documentation discipline.
  • Good problem-solving and follow-up skills.
  • Fluent in English and Bahasa Indonesia, both written and spoken.
