Role Purpose:
The Specialist, Permitting & Regulatory Compliance (Offshore) is responsible for ensuring that all offshore project activities (SURF, FPSO & GEP) are executed in full compliance with applicable permits, laws, regulations, and regulatory approvals in Indonesia. The role safeguards the project by managing offshore permitting requirements, maintaining regulatory compliance throughout execution, and acting as the primary interface with regulatory authorities to prevent non‑compliance, work stoppage, safety incidents, environmental harm, and legal or reputational exposure.

Responsibilities include but are not limited to the following:

  • Covers offshore project activities only, including offshore construction, installation, marine operations, and offshore facilities for the Tangkulo Project facilities (SURF, FPSO & GEP)
  • Develop, maintain, and execute the Permit & Regulatory Compliance Plan and strategy in alignment with the overall project schedule (SURF, FPSO & GEP)
  • Manage Government authorities and regulators relationships (offshore & maritime) from Construction to Commissioning, Start Up & Operation
  • Authority to review, validate, and monitor permit and regulatory compliance requirements for offshore activities (SURF, FPSO & GEP)
  • High impact on regulatory, reputational, and contractual risk if duties are not properly executed
  • Accountable for accuracy, completeness, and traceability of offshore permits and regulatory records
  • Interface closely with EPC/EPCI contractors to ensure Permit & Certification scope is delivered in accordance with contract, procedures, and Indonesia Rules & Regulation.
  • Authority to escalate regulatory risks, non‑compliance, or permit issues to Manager
  • Support regulatory inspections and witnessing activities related to construction, commissioning and start‑up, including engagement with Indonesian Law & Regulation
    

Qualifications include but are not limited to the following:

Education:

  • Bachelor's degree in engineering, Maritime Studies, Law, or a related discipline

Experience:

  • Minimum 810 years' experience in oil and gas projects (SURF, FPSO & GEP) for Permitting & Regulatory Compliance
  • Proven track record supporting at least one major offshore or deepwater project for Permitting & Regulatory Compliance
  • Experience working with EPC/EPCI contractors during project phases (construction, commissioning, start‑up & operation)

Skills:

  1. Knowledge
  • Strong understanding of SURF, FPSO & GEP Permit & Regulatory Compliance
  • Solid knowledge of safety, risk management
  • Familiar with international standards, Indonesian Standards and industry best practices for Permitting & Certifications

2. Soft & Hard Skills

  • Strong leadership and coordination skills across multi‑disciplinary teams
  • Excellent planning, interface management, and problem‑solving capability
  • Fluent in English (spoken and written)
  • Ability to solve problems & effectively work under pressure environments
  • Familiar with communication and management skills
