Primary Purpose

The Head of Projects has full responsibility for overseeing the execution of the Group's property development projects from inception (RIBA Stage 3 onwards) through to delivery, handing over and post-handing over defects management. The role ensures that all projects are delivered to the highest quality standards, within budget and in line with agreed timelines, thereby upholding the Mont Choisy brand and reputation for excellence.

The position holder leads the core Mont Choisy projects team and manages all consultants, contractors and sub-contractors engaged in the design, construction and commissioning phases. Working closely with the Chief Investment and Development Officer and the Group CEO, the Head of Projects drives the effective execution of approved developments, implements robust procurement and internal control processes, and ensures a seamless transition from construction through to handing over, post-handing over defects management and facilities management.

Within the Property Cluster, the Head of Projects works alongside the Head of Development, both reporting to the Chief Investment and Development Officer, to jointly oversee the end-to-end lifecycle of the Group's developments. Together, they engage with the Sales team to ensure that every product meets the quality standards and customer experience that Mont Choisy upholds, reflecting the Group's philosophy that it sells a lifestyle, not simply buildings. The role also carries full responsibility for managing external stakeholders across the value chain, including advisors, partners, contractors and sub-contractors.

Responsibilities:

Strategic Management

  • Work closely with the Chief Investment and Development Officer and the Group CEO to devise annual project budgets, priorities and deliverables.
  • Ensure projects are being rolled out as per the 3-5 years development plan approved by the Board.
  • Ensure that the Group meets its performance objectives in terms of project delivery, quality of execution and long-term sustainable recurrent income portfolio.
  • Work jointly with the Head of Development, the Chief Investment and Development Officer and the Sales team to define and implement Standard Operating Procedures (SOPs) governing the entire delivery process, including procurement, project management, change management and handing over.

Project Execution and Delivery

  • Work closely with the Chief Investment and Development Officer and the Group CEO to assess the viability, return on investment and execution risks of engaging in new projects.
  • Oversee all aspects of project execution from inception (design and planning) through construction to completion, handing over and post-handing over defects management.
  • Ensure projects are delivered to quality standards, within budget and agreed timeframes.
  • Lead the core project teams and manage consultants, contractors, sub-contractors, service providers and suppliers for the efficient and effective delivery of each project.
  • Working alongside the Head of Development, take full ownership of external stakeholder management across the value chain, including advisors, partners, contractors and sub-contractors, ensuring effective collaboration throughout the project lifecycle.
  • Partner with the Sales team to ensure that products consistently meet the quality standards and customer experience that reflect Mont Choisy's aspiration to sell a lifestyle, not simply buildings.
  • Implement and maintain robust procurement processes, ensuring the Group procurement process is adhered to in the tender and selection of consultants, contractors, sub-contractors, service providers and suppliers.
  • Ensure that internal processes are adhered to in terms of internal controls, delegation of authority and approval process.
  • Ensure that there is a seamless and effective process for handing over and post-handing over defects management in a timely and efficient manner and that the Mont Choisy Brand is continuously upheld. Liaise with clients, purchasers and end-users during handing over to ensure a high-quality customer experience.
  • Ensure an oversight into post-handing over facilities management to safeguard asset management and quality standards.

People Management

  • Develop and lead a team of high-performing internal project managers, assistants and coordinators to successfully deliver complex projects within a dynamic environment.
  • Structure and lead the Projects team across three sub-teams – Cost Control, Project Management and Post-Handover – ensuring clear accountabilities across the full development lifecycle.
  • Develop and manage the Team by enforcing rigour, strong ethical practices and code of conduct.
  • Participate in recruitment and management of talent that will constitute the cluster's core team, contributing to the recruitment of resources across the Cost Control, Project Management and Post-Handover sub-teams that will deliver on this vision.
  • Ensure that the responsibilities, authorities and accountabilities of each position are clearly defined and understood in the team.
  • Create an environment of high-level performance and open communication.
  • Conduct performance appraisal of all team members/subordinates.
  • Arrange for appropriate training in line with best practices and industry standards.
  • Provide ongoing training and mentorship to instil a team culture conducive to a best-in-class developer/promoter.
  • Ensure that there is always a back-up plan in cases of urgencies.

Financial Management

  • Develop, estimate and manage project budgets and work on cost plans for approval.
  • Monitor and report on project costs and cashflows to ensure that they are in line with budgets and projections and prudently managed.
  • Report on any likely major cost departures and seek approvals based on satisfactory rationales.
  • Collaborate closely with Mont Choisy's Group Head of Finance on budgets, reviews, management accounts and final accounts.
  • Be responsible for the preparation and submission of the monthly project cost reports.
  • Ensure optimal financial outcomes on the execution of development projects.

Risk Management

  • Ensure all costs and risks updates are communicated and incorporated into the overall project reporting.
  • Study, evaluate and identify all risks from bidding to project undertaking, implementation and up to the final completion of the project.
  • Establish adequate inspection and testing withhold points enforced to ensure desired quality of delivery is maintained.
  • Ensure that all contracts documentation are in place.
  • Implement and maintain internal controls policies and practices as per the MC Group's policy and industry best practice.
  • Establish a proper risk assessment register for all activities concerned by identifying potential risks, measuring likely occurrences and impact and steps to be taken to mitigate these risks.

Management Reports

  • Prepare detailed, accurate timely project reports including work schedules, implementations, deviations, risks, cost variances and other related issues.
  • Advise and establish clear project programmes and milestones to monitor and report project progress.
  • Prepare reports for Board meetings and management as and when required.

Qualifications & Experience:

College/University Education:

  • Degree or professional qualification in Construction, Project Management, Engineering, Quantity Surveying or related field
  • Master's/Post Graduate Degree in Project Management, Construction Management or Business Administration preferred
  • Professional qualifications in Project Management (e.g. PMP, PRINCE2, MRICS) or Construction is an advantage
  • Minimum 10 years' senior management experience in high-end property development project delivery
  • Proven track record in end-to-end project execution from design through to handing over and post-handing over defects management
  • Experience in managing the commercial, contractual and risk aspects of complex construction projects
  • Demonstrated success in managing large-scale development projects
