Job Description

  • Lead the structured elicitation, validation, and prioritization of business and functional requirements by engaging with senior government officials, policymakers, and institutional stakeholders
  • Analyze current-state processes and design future-state operating models aligned with public finance, regulatory, and institutional objectives
  • Ensure full traceability of requirements across business, functional, and technical layers
  • Collaborate closely with architects, product teams, and delivery leads to develop business-driven, compliant, and scalable solution designs
  • Contribute to pre-sales activities including RFP responses, proposal development, and solution demonstrations, particularly for public sector and finance domain engagements
  • Support solution validation to ensure alignment with approved policies, fiscal frameworks, and governance standards
  • Produce high-quality documentation including DSRs, functional specifications, workflow diagrams, and other visual models
  • Translate complex financial, economic, and policy-driven system requirements into clear and actionable documentation for both technical and non-technical stakeholders
  • Define acceptance criteria, support UAT planning and execution, and ensure the timely resolution of defects
  • Ensure delivered solutions meet business objectives, regulatory expectations, and user requirements
  • Support organizational change initiatives through structured training, stakeholder engagement, and post-implementation support
  • Drive adoption of new systems by ensuring usability, clarity, and measurable business outcomes
  • Act as a primary liaison between business leaders, stakeholders, and technical teams to ensure alignment and effective communication
  • Provide thought leadership in business analysis best practices, consulting methodologies, and continuous improvement initiatives

Person Specification

  • Possess a Bachelor's and/or Master's degree in Finance, Economics, Public Finance, or a related discipline
  • Additional qualifications in Business Administration, Information Technology, or Computer Science will be considered an added advantage
  • Have a minimum of 10+ years of progressive experience as a Business Analyst within the software or IT domain, with strong exposure to finance, or public sector solutions
  • Demonstrate proven experience in consulting or client-facing roles, preferably involving public or government institutions
  • Possess strong proficiency in business analysis techniques, tools, and documentation standards
  • Have hands-on experience working with Agile delivery methodologies and cross-functional teams
  • Demonstrate a solid understanding of finance, economics, public finance, fiscal systems, and regulatory frameworks
  • Have familiarity with data analysis, reporting tools, and solution validation practices
  • Hold professional certifications such as CBAP, PMI-PBA, IIBA, or Agile BA certifications, which will be considered an advantage
  • Demonstrate exceptional communication, facilitation, and executive-level presentation skills
  • Possess strong analytical capabilities with the ability to operate effectively in complex and policy-driven environments
  • Demonstrate strong stakeholder management skills, with the ability to engage and influence senior public sector officials
  • Be highly organized, self-driven, and capable of managing multiple priorities within tight timelines
