Job Description: The Senior Business Analyst will work in a large-scale environment to develop, implement, and maintain software development projects. Responsibilities include creating and maintaining business analysis and requirement documentation, software testing, and defect tracking.

About the Role:

Mfinite Consulting is seeking a highly motivated and experienced Senior Business Analyst to join our team. In this role, you will play a critical part in the successful delivery of large-scale software development projects for the Department of Public Safety and Correctional Services (DPSCS). You will work closely with stakeholders to gather and analyze requirements, document business processes, and ensure that solutions meet the needs of the business.

Key Responsibilities:

• Elicit, Analyze, and Document Requirements:
  • Conduct thorough needs assessments and requirements gathering sessions with stakeholders.
  • Analyze business processes and identify opportunities for improvement.
  • Develop and maintain comprehensive business requirements documents, including user stories, use cases, and process flows.
  • Collaborate with stakeholders to ensure alignment on requirements and resolve any conflicts.
• Software Testing & Quality Assurance:
  • Participate in all phases of the software development lifecycle, including testing, user acceptance testing (UAT), and defect tracking.
  • Develop and execute test plans and test cases.
  • Identify, document, and track software defects.
  • Work closely with development teams to resolve issues and ensure timely delivery of high-quality solutions.
• Subject Matter Expertise:
  • Serve as a subject matter expert on business processes and system functionality.
  • Provide guidance and support to project teams throughout the project lifecycle.
  • Effectively communicate complex information to both technical and non-technical audiences.
• Stakeholder Management:
  • Build and maintain strong relationships with stakeholders at all levels.
  • Effectively communicate project progress, issues, and risks to stakeholders.
  • Proactively identify and mitigate potential roadblocks.

Qualifications:

• Education: Bachelor's Degree in Business Administration, Information Technology, Computer Science, or a related field.
• Experience:
  • Minimum of four (4) years of experience as a Business Analyst in a large-scale environment.
  • Proven experience in eliciting, analyzing, and documenting business requirements.
  • Strong understanding of software development methodologies (e.g., Agile, Waterfall).
  • Experience with relational databases (e.g., SQL Server, Oracle).
  • Proficiency in software testing methodologies and tools.
  • Excellent written and verbal communication, interpersonal, and presentation skills.
• Preferred Skills:
  • Experience working with government agencies, particularly within the public safety sector.
  • Knowledge of industry-standard business analysis frameworks and tools.
  • Experience with project management tools (e.g., Jira, Microsoft Project).

Work Locations:

• Hybrid work environment with a mix of on-site and remote work.
• Primary on-site locations include:
  • DPSCS Reisterstown Road Plaza Office Center (RPOC) in Baltimore, MD.
  • Maryland State Police (MSP) in Pikesville, MD.
  • Occasional travel to other DPSCS facilities across the State may be required.
• Remote work may be authorized at the discretion of the Contract Monitor.
