About the Role:
Mfinite Consulting is seeking an experienced IT Consultant to lead a strategic assessment for a municipal government client. This high-impact project will evaluate current practices in IT project management, change management, and staffing structure. The goal is to identify operational gaps and develop actionable strategies to enhance efficiency, align with industry best practices, and prepare the IT department for future success.
Key Responsibilities:
The consultant will lead a structured, multi-phase assessment. Responsibilities include but are not limited to:
1. Project Management Assessment

Analyze existing methodologies, tools, and governance structures.

Evaluate how IT projects are selected, prioritized, approved, and tracked.
-
Assess performance across budget, schedule, and stakeholder engagement metrics.
-
Review documentation, risk management, and reporting standards.
-
Examine 5+ recent IT projects to identify success factors and lessons learned.
-
Benchmark practices against PMI, PRINCE2, Agile, or other relevant frameworks.
2. Change Management Assessment

Review current change control processes and communication effectiveness.
-
Evaluate integration between change and project management workflows.
-
Assess user adoption, training efforts, and resistance management strategies.
-
Determine post-implementation support effectiveness and documentation quality.
3. IT Staffing Assessment
-
Conduct a workforce analysis of current IT roles, responsibilities, and skill sets.
-
Evaluate workload balance, utilization rates, and organizational structure.
-
Review hiring, retention, succession planning, and training programs.
-
Benchmark IT staffing models against comparable municipalities.
-
Analyze contractor vs. FTE usage and overall team engagement/satisfaction.
4. Recommendations and Implementation Planning

Deliver detailed recommendations for each focus area, including:

Methodology improvements, tools, governance, training, and process refinement.

Change management strategy enhancements.

Optimal staffing levels and organizational structure.

Develop a prioritized implementation roadmap with short (06 months), medium (6-18 months), and long-term (18+ months) phases.

Identify KPIs to measure success and develop a risk management plan.
Deliverables:

Project Initiation Plan: Timeline, methodology, and engagement strategy.

Current State Assessment Report: Detailed findings across all assessed areas.

Benchmarking Analysis: Comparison with industry standards and peer organizations.

Recommendations Report: Actionable, prioritized recommendations.

Implementation Roadmap: Tactical plan with cost estimates and resource needs.

Executive Presentation: Key insights and strategic recommendations for leadership.

Final Report: Comprehensive documentation of findings and proposed solutions.
Qualifications:
-
Minimum 5 years of experience conducting IT assessments for public sector or government clients.

At least one of the following certifications: PMP, CCMP, or ITIL.

Demonstrated ability to deliver actionable insights through structured assessments.

No conflicts of interest with the client or its technology vendors.
Education Requirements:

Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field is required

Master's degree preferred or considered a plus (e.g., MBA, MPA, MIS, or related discipline)
