JOB PURPOSE
To lead and manage all Human Capital and General Affairs functions in supporting operations by ensuring effective workforce management, industrial relations, talent development, employee engagement, administrative services, and site support operations. The role is responsible for creating a productive, compliant, and operationally efficient work environment aligned with company objectives, regulations, and operational demands across project sites and head office.
KEY RESPONSIBILITIES
Human Capital Management
- Develop and implement Human Capital strategies, policies, and procedures aligned with business and operational objectives.
- Manage end-to-end manpower planning, recruitment, onboarding, and workforce deployment for operational and support functions.
- Ensure adequate manpower availability to support operations across all project sites.
- Oversee performance management processes, employee evaluations, KPI implementation, and talent development initiatives.
- Design and monitor employee training, competency development, leadership development, and succession planning programs.
- Manage payroll coordination, compensation & benefits administration, attendance systems, and employee database accuracy.
- Maintain compliance with labor laws, company regulations, employment contracts, and industry requirements.
- Lead industrial relations activities including handling employee grievances, disciplinary actions, disputes, and union relationships.
- Foster employee engagement and organizational culture initiatives to improve productivity, morale, and retention.
- Monitor HC operational budgets and ensure cost-effective workforce management.
General Affairs Management
- Manage all General Affairs functions including office administration, accommodation, transportation, catering, security, cleaning services, and facility management.
- Ensure smooth support services for site operations and employee welfare in mining project locations.
- Supervise asset management, office inventory, company vehicles, and operational facilities.
- Coordinate permits, licenses, government relations, and administrative compliance related to operational activities.
- Manage relationships and performance of GA vendors, contractors, and service providers.
- Ensure proper maintenance and functionality of camp facilities, offices, and operational support infrastructure.
- Oversee travel arrangements, employee mobilization, and logistics coordination for operational needs.
- Support implementation of Health, Safety, Security, and Environment (HSSE) standards within HC & GA activities.
- Develop and enforce company policies related to administration, employee services, and workplace discipline.
- Prepare periodic reports related to HC & GA performance, manpower status, employee issues, and operational support activities.
Qualifications
- Minimum 8–10 years of experience in Human Resources and General Affairs functions.
- Minimum 3–5 years in managerial level, preferably in logistics, heavy equipment, or related industries.
- Experienced in handling multi-site operations and remote project environments.
- Strong knowledge of Indonesian labor laws and industrial relations.
- Experience in manpower planning, recruitment, payroll, and performance management systems.
- Knowledge of GA operations including facility, camp, transportation, and vendor management.
- Strong budgeting and cost control capability.
- Familiar with HRIS and Microsoft Office applications.
