11.9.49 - QA/QC ENGINEER (CIVIL & STRUCT)

Qualification:

Bachelors degree in civil engineering (or Equivalent) from a recognized university.

IRCA Certified QMS Lead Auditor

Membership / Certifications from internationally recognized institutions (ASQCMQ&OE, MCQI-CQP or ICE or ASCE or similar) is desirable.

Experience:

15 years experience in the construction of major Green field or Brown-field Process

Plants (Refinery, NGL / LNG Plants, Petrochemical complex or similar) in Oil & Gas

industry.

Worked with major EPIC Contractors / End User in similar position in major projects

with overall responsibility for the Quality of Civil and Structural discipline construction

activities.

Sound working knowledge on QA/QC aspects, various testing requirements,

Acceptance criteria and managing Civil and Structural discipline QA/QC function in

major Oil and Gas Projects.

Good knowledge in understanding and application of international Codes, Standards

and regulations relevant to the job function (e.g. QCS, ACI, AISC, BS / EN / ISO /

ASTM standards, Shell DEP etc.)

Ability to work well and effectively communicate with contractor / Third Party /End user

personnel and colleagues at all levels in multidisciplinary, and multicultural

environment.

Hands on experience in preparation, Review and approval of Quality Plans / ITPs /

QCPs / MARs and undertaking Inspection / testing activities related to Survey, Earth /

Concrete / Grouting Works, Major Structural / Equipment / Tank foundations, Structural

and Concrete pipe racks, Buildings and Architectural Works, Pavements and Road

Works, Material related to works, Civil Labs / Batching Plant / Concrete mix design /

pre-cast yards qualification and control.

Experienced in managing the team of discipline inspectors, coordinating respective

inspection & testing activities, establishing, and monitoring KPI in respective discipline.

Experienced in development or implementation of Quality Surveillance Program,

Completion Management System and associate Inspection & Test Records (ITRs),

Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), Project Quality

Health Check (PQHC) Program.

Experienced in implementing and conducting Pre-Qualification / QMS / Quality and

technical compliance checks and audits, Quality Walk through of EPIC organizations

and project activities.

Requires good knowledge of project features & Specialties with the ability to resolve

highly complex QA/QC (Civil / Structural) related issues and disputes arising from

incorrect and disparate interpretations of Project technical requirements and Scope of

work, by various parties involved in the project, including external authorities
