CONSTRUCTION CIVIL ENGINEER/SENIOR ENGINEER

1. JOB SCOPE:

Plan, execute, monitor , coordinate , procurement , installation ,testing, hand over, commissioning and start up all civil construction works across CLIENT in liaison with project management team for a wide range civil projects including buildings, road works, structure works, infrastructure and finishing in the various plants/sites while acting as a key focal point for all civil engineering aspects for the contractors/consultants and monitoring the work conducted in order to facilitate successful completion of projects as per defined parameters, industry best practices and contractual agreements.

2. DUTIES:

  • Supervising and coordinating the construction and pre-commissioning phase of major and minor projects executed by annual and EPC contractors.
  • Supervises Contractors work to ensure implementation of specified scope of work with less cost, high quality, meets the CLIENT standards and procedures.
  • Review modification approval drawings/documents, confirming it with architect and structure drawing and specification and site verification for the construction deficiency and approve.
  • Liaises with concerned Department for timely availability of materials. Prepare requisition to issue CLIENT warehouse materials; also procure materials from local suppliers for shortage materials.
  • Arrange different type of work permit; explain the hazard to the contractor depend upon the type of work, prepare Job safety analysis, and Method statement for the civil activities and confirm the works are done in a safer manner and follow CLIENT standards and procedures.
  • Prepare inspection and test plans and conduct all types of field and shop tests
  • Propose field design changes during the construction phase and get approval from engineering section.
  • Prepare the punch points and confirm the works done as per the engineering study.
  • Liaises with Production Department and other disciplines to facilitate pre-commissioning and commissioning of the project and hand over to production.
  • After completion of the work, prepare as built documents and issue the close out report.

  • Monitoring the project detail planning, status monitoring and progress follow up of all projects phases and keeps the Construction Engineer informed, avoiding project overruns or increased requirements for manpower, material or any other requirements likely to cause increased costs or project commissioning delays.
  • Attends meetings with different departments and sections to ensure timely communication of issues and minimize interface disconnect.
  • Conduct meeting as required, either internally or externally with contractor during execution of the project.
  • Checking and certifying contractors invoices as per the contract terms and conditions.
  • Performs other similar or related duties such as providing any required information to immediate associates, undertaking of associated administrative tasks and observing fire and safety regulations. Enforce safety rules and maintain the quality in all the works carried out at the plant

3. HEALTH, SAFETY, SECURITY, ENVIRONMENT AND QUALITY:

  • Ensure compliance to all relevant health, safety, security, environmental and quality management procedures.
  • To work closely with HSSE on related tasks.
  • Ensure updating documentations related to modifications (projects).
  • Participate in modifications (projects) risk assessments studies such as HAZOP, etc.

4. REPORTS:

Provide regular progress report related to assigned modifications (projects).

  • Preparation of specific reports upon request.

5. INTERNAL AND EXTERNAL COMMUNICATIONS:

Internal:

  • Project team, Requester (project owner), Inventory, Procurement, and other relevant parties.

External:

Contractors, Vendors/Suppliers, Consultants and Service Providers.

6. QUALIFICATIONS, EXPERIENCE, & SKILLS:

6.1 QUALIFICATIONS

Minimum Qualifications:

  • Bachelors degree in discipline Engineering.

6.2 EXPERIENCE

Minimum Experience for discipline Engineer position:

8 years for engineers, and 12 years for senior engineers, of related experience in the assigned field of construction with at least 3 to 8 years of growing supervisory / team leadership responsibilities and exposure to project management and contractor management.

6.3 SKILLS

Job-Specific Skills (Generic):

Good spoken and written English.

  • Knowledge of civil engineering
  • Knowledge of downtime analysis and good knowledge of problem-solving tools
  • Knowledge of the construction in oil/gas/petrochemical plants.
