Position Brief

The Corporate Development Specialist is responsible for supporting the development and implementation of Corporate and AA programs that align workforce with key business strategies and initiatives, continuously making organizational and workforce improvements across AA DNO&M & ROMD Departments by identifying and evaluating opportunities to increase efficiency and effectiveness, supporting the efficient implementation of workforce planning and organisational design programs, and providing advice and support to Senior Management on the implementation of people-related corporate initiatives.

Functional Responsibilities

  • Maintain and analyze organizational structures, job descriptions and roles and the utilization of human resources. Identify areas for improvement and root causes for organizational challenges and recommend to Management business-efficient and cost-effective corrective actions.
  • Undertake Annual Manpower Planning for AA Affairs (DNO&M & ROMD departments)
  • Maintain AA Organisation Charts (one-version-of-Truth). Be the focal point for documenting Org Chart changes and employee transfers, and keep updated employee lists for Management reporting
  • Support in the implementation of a variety of developmental initiatives, action plans, programs, and related materials (such as Qatarization, New- Joiners engagement, Job Rotation, Orientation/Onboarding etc.)
  • Support AA Line Managers with the efficient utilisation of the AA Technical Competencies (in Performance Management, Recruitment, Training etc.)
  • Support in the development and implementation of the Performance Management Framework for AA personnel, ensuring that accountable / responsible parties' contributions towards delivery of Annual Plans and KPIs are appropriately assigned in the Client Employee Objective system

and resulting improvements in successful achievement of business unit KPIs (Completion aligned to calendar established by CHR)

  • Contribute to the restructuring of departments to increase efficiency and align activities with business objectives. Optimizing personnel utilization by increasing cross-functionality and interdepartmental cooperation.
  • Assess the impact of people-related interventions on staff performance, efficiency, employee retention, and job satisfaction. Evaluate current people-affairs processes and recommend improvements and risk mitigation actions
  • Supporting internal and external inquiries and requests related to the AA Client and seconded workforce (at AA /DNO&M /ROMD Management, CHRs, IADs request etc.)
  • Being fully aware of and actively complying with PWAs corporate policies and procedures relevant to people-affairs, as well as to health and safety and data protection policies
  • Perform other duties / tasks as required

Qualification:

  • Minimum Bachelors Degree in the HR or other relevant discipline
  • Education qualification obtained from North America, West Europe, Australia
  • Holder of Accreditation from recognize Institute or similar would be an advantage

  • HR Certification(s) by a reputable Institution preferred
  • Project Management qualification preferred
  • Current/valid Qatar Driving License would be an advantage

Experience:

  • Minimum of 20 years of cumulative experience in Human Resources Management, working in a structured HR Dept. of a public sector authority or a reputable MNC.
  • Extensive experience in organisational design and effectiveness, workforce planning and Customer-focused HR practices
  • Experience in driving medium/large-scale HR projects and proven performance in stakeholder management
  • Able to work at all levels with clients and management
  • Ability to influence and engage stakeholders and staff at all levels within and outside the Organisation
  • Ability to communicate verbally and in writing in English is mandatory.
  • Ability to communicate verbally and in writing in Arabic would be an advantage.
