Position Brief

The Senior Asset Management Specialist is responsible to review the asset management plan developed and submitted by Framework Contractors for the assigned Catchment Zone to ensure the lifecycle of Assets Affairs assets are managed more effectively.

Functional Responsibilities

  • Liaise with Catchment Zone Engineers and Zonal Section Heads to assist in the assessment and prioritization of DNO&M asset investment needs and contribute to annual investment plan
  • Gather investment needs statements using agreed system and provide robust evidence on investment priorities to Senior Asset Planning Engineer
  • Through the Asset Management Plan (AMP) development processes identify future investment requirements that address or mitigate identified performance or capacity shortfalls. In doing so, the remedial solutions will need to take the connectivity and capacity of the asset base into account
  • Review pre-tender documentation including all required pre-approvals, tender plan form, BOQ, SOW and draft tender volumes, Ensure that all embedded information are in line with PWA regulations and norms
  • Deliver accurate robust plans for long term (greater than five years) Operations and Maintenance requirements
  • Carry out asset adoption risk reviews and investment analyses before formal hand over of any assets to Framework Contractors from a third party
  • Ensure all approved business planning rules are maintained and reflect operational procedures and policies
  • Carry out a full inventory and risk review prior to the adoption, transfer and disposal of any Assets Affairs assets
  • Communicate the plan to key stakeholders within DNO&M and take action to drive delivery of Services by the Framework Contractors
  • Provide asset performance and trend analysis. Track performance against the DNO&M approved plan as appropriate, identifying areas of non-compliance by the contractors with proposed high level solutions
  • Analyse and interpret how existing and future legislation will have an impact on the performance and utilisation of asset base. If appropriate identify investment needs
  • Undertake site visit for resolution of issues, data verification and checks
  • Support the section and department in emergency management such as rainy season activities including attendance at Emergency Control Centre (ECC) and/or site
  • Adhere to Health and Safety Policy and Procedures in the workplace and comply with any new work instructions
  • Perform other duties/ tasks as required

Qualification:

  • Minimum Bachelors Degree in Engineering
  • Education qualification obtained from North America, West Europe, Australia
  • Holder of Accreditation from the Institute of Asset Management (IAM) or similar
  • Chartered Membership in relevant professional body (Chartered QA/QC Engineer, professional in ISO 55001) preferred and would be an advantage
  • Holder of current/valid Qatar Driving License would be an advantage

Experience:

  • Minimum of 20 years experience preferably working in water/ wastewater industry.
  • Minimum of 5 years working within a multi-cultural environment preferably in the Middle East
  • Knowledge of international Asset Management best practice and how it is delivered in an Organization, Knowledge of change management/business transformation
  • Demonstrable knowledge of creating and embedding a new asset management function
  • Ability to exercise initiative, ingenuity and sound judgment in solving problems
  • Demonstrate leadership qualities with the ability to work on own initiative and/or as part of a team
  • Analytical mind with problem-solving aptitude
  • Excellent communication and presentation skills
  • Ability to influence and engage stakeholders and staff at all levels within the Organisation
  • Ability to communicate verbally and in writing in English is mandatory.
  • Ability to communicate verbally and in writing in Arabic is preferred
