Qualifications

  • Minimum of 10 years procurement Management/supervisory experience on Major Projects
  • Bachelors degree in relevant field

Knowledge and/or Experience

  • Demonstrate understanding of procurement best practices
  • Intermediate to Expert Equipment and Materials Purchasing Skills (e.g. engineered equipment/bulks)
  • Strong analytical, leadership, negotiation and communication skills
  • Ability to operate autonomously on a result orientated basis handling multiple diverse task
  • Excellent organisational and communication skills
  • Ability to work under pressure and manage constantly changing priorities

Key Accountabilities

(Duties include but not limited to)

  • Establish and maintain alignment with the PMT and Contractor on project procurement needs, objectives, and requirements, including compliance with project procurement processes and procedures.
  • Establish project coordination procedures for procurement and expediting and oversee the development of other coordination procedure, including review and approval of Contractors procurement procedures and processes and documentation of Lessons Learned.
  • Develop and execute Procurement Plans that support the projects goals and objectives, covering collaboration with Contractor to develop and implement overall and individual purchasing plans Contractors Purchasing and Materials Management plans in addition to Closeout and Materials Reconciliation plan and lessons Learned documentation.
  • Communicate with PMT on project procurement and subcontracting administration support activities, progress and issues and report schedule and cost data to PMT with regards to procurement activities, in close liaison with appropriate members of PMT (Engineering, Construction and Source Inspection Coordinator).
  • Manage Contractors procurement activities (Gates 3 5) in all its scope, requirements, and ramifications.
  • Plan for effective use of Contractors materials management system. Ensure Contractor effectively manages procurement interfaces Appraise Contractors performance and enhance as appropriate. Resolve any materials-related claims. Cooperate with IPR and audit teams with respect to procurement. Ensure orderly turnover of project (with regards to procurement) to the operating organization.
  • Provide Spare Parts Coordination for the project, interface with project overall Spare Parts Coordinator for planning, processes, expectations and to align synergies. Furthermore, establish and implement plan for spare parts management and acquisition.
  • Provide oversight of the RSPL spare parts related activities including obtaining the Required Spare Parts List (RSPL) data.
  • Communications and Working Relationships Incumbent shall ensure effective communication, initiative, flexibility, and an ability to induce collaboration. Effective team player with the highest level of integrity, leadership, interpersonal understanding and self-confidence.
  • Decision Making Authority and Responsibility demonstrate able to work within a defined role with limited supervision, and to make decisions and solve problems related to a specific procurement transaction and process.
