Planning/Project Controls Engineer

9.13.1. Primary Functions

To provide planning and scheduling support at all stages of the project. To participate in all projects

activities related to the discipline including control and corrective actions in order to ensure

adherence to the approved project plan. To develop and integrate individual schedules into the

overall project plan. Establishes milestones for the project and supervises schedule resource

loading and leveling. Supports development of scheduling standards and procedures.

9.13.2. Duties and Responsibilities

9.13.2.1 General

Identifies and brings to the attention of the Project Senior Manager, Project Controls

Manager, Engineering Manager and Construction Manager, any potential problems

which could delay the schedule or result in cost deviations that could have an adverse

effect on the project and recommends effective corrective actions.

Supports the Project Management Team in preparation and finalizing of the periodical

project reports and presentations for the Project Executive Committee & Board of

Directors

Participates and provides input for his discipline in the preparation of the ITB, in the

Technical Bid Evaluation and in the project management process once the Contract is

awarded

Reviews and approves Contractors planning procedure including WBS and progress

measurement methodology. Reviews the Project Schedule prepared by Contractors,

providing input to the project management in order to optimize the projects duration

Coordinates with Project Controls for the engineering, pre-commissioning,

commissioning and construction deliverables status to be in line with the approved

schedule. Coordinates with project Procurement for the purchase fabrication and

delivery status for material and equipment to be in line with the approved schedule

Conducts Critical Path analysis and reports any changes that may have negative impact

on the project schedule. Assesses the impact on the schedule caused by alternate

designs or changes and reports immediately to the project management providing

recommendations

Provides discipline support for HSE, QA/QC, Engineering, Procurement, Construction,

Pre-commissioning and Commissioning. Supervises and coordinates overall planning,

progress control and appraisal of the discipline activities

Extracts all relevant reports and estimations from the monthly progress report provided

by Contractors

Serves as a liaison between project management team Contractors planning

organization and relevant counterparts in client permanent organization

Provides project planning interface within the project team and externally with

Contractors and Client permanent organization for any consolidated planning

resulting from interfering activities i.e. Shut-Down Planning

Prepares, implements, follows-up and updates all internal schedules as requested by

the Project Controls Manager and/or Engineering & Construction Managers, and reports

the progress accordingly

Ensures proper and accurate progress control is provided / updated through the life of
the project. Plans, monitors, and progress controls the Engineering, Construction, Recommissioning and Commissioning activities against the project schedule
Actively supports the Project Risk Management procedure
Measures project progress, prepares action plans to close out any tasks required to
achieve project progress and escalates any issues to the Project Director, Senior Project
Manager and Project Controls Manager


9.13.4. Education

BSc in a relevant engineering discipline or equivalent
Professional training courses in Primavera P6 and Microsoft Project are mandatory

9.13.5. Experience

Minimum experience of 10 years worked in relevant discipline, preferably in
petrochemical or oil and gas industry with minimum 5 years in a Senior Planning
Engineer position on large projects
Fluency in speaking and writing in English language
Knowledge of specific software packages such as Microsoft Office, Microsoft Project,
etc.
