Sr. HSE Engineer
Primary Functions
Plan, coordinate and monitor HSSE activities including training, inspections, risk analysis and
management, HSE policies and procedures to minimize risks and enhance the protection and safety
of all employees in line with optimum technical standards and Client business plan.
Review, comment and approve Project Specifications for full HSE compliance, in line with Project
HSE procedures, technical rules and regulations, industrial standards and practices ensuring
Project and industry best practices, guidelines and specifications are followed
Duties and Responsibilities
General
Review, comment and approve design deliverables ensuring compliance with all
applicable HSE standards, procedures and specifications for construction, maintenance and operation
Provide specialized HSE support for other disciplines
Provide guidance on the project proposed strategy and approach towards site critical
activities i.e. heavy / critical lifting, confined space, deep excavations etc.
Ensure that risk assessment is performed in an accurate and timely manner to ensure
the safety of site activities.
Identify critical jobs activities regarding HSSE that could lead to downgraded situations
or incidents and assess their control level.
Participate as required in visits and meetings with contractors as required to provide
clarifications, review progress and performance.
Take notes and prepare/review for acceptance of minutes of meetings
Conduct risks analysis to minimize the occupational and process risks and improve the
procedures, tools and the design of the installations to protect all the people, the
environment and the Client assets by determining the necessary risk mitigations to
implement to prevent incidents.
Identify, review receive deviation requests from the contractors and provide/endorse the
relevant engineers' recommendations for management approval
Conduct specific safety hazards analysis for PTW such as Job Safety Analysis (JSA)
and request new JSAs if necessary.
Contribute to the development of critical task analysis in coordination with the operations
department.
Provide safety advice to all the operation supervision for all activities related to Permit to
Work (PTW) activities.
Monitor the PTW and JSA compliance in order to ensure that risks are well known,
understood and controlled.
Evaluate MOC for new equipment to ensure that it is safe to operate.
Education
Bachelors degree in an Engineering/Technical discipline.
Certification in NEBOSH is must
Experience
Minimum 15 years experience in petrochemical/ oil & gas industry.
Fluent in both written and spoken English.
