Position Brief
The Operation and Maintenance Expert is responsible to support DNO&Ms contribution towards achieving the Client mission and corporate objectives. This role has to provide expert advice and guidance to DNO&M Management in relation to the transformation of the Department to achieve Asset Maintenance best practice.
Functional Responsibilities
Strategic Responsibilities
- Advise and support the DNO&M Management to enable DNO&M contributing towards achieving the Client mission and Corporate Strategy objectives
- Play the lead role in ensuring the Client Vision and Values becomes part of the culture of the DNO&M.
- Provide an ongoing review of objectives, Risks, KPIs and take actions for development and improvement.
- Ensure that the Departments plans and performance are within the approved budget and timescales through providing timely, accurate and complete progress reports to the DNO&M Management on the DNO&M departments performance.
- Ensure that highest standards of professional conduct, ethics and integrity are maintained during the execution of the responsibilities.
Operational Responsibilities
- Advise DNO&M Management by giving expert technical, strategic and financial business advice on all elements relating to the DNO&M operations and maintenance business in Qatar
- Evaluate and recommend on Organisation structure, policies, strategies, procedures and practices on DNO&Ms contract and performance management for the transformation of the Department.
- Advise on improvements on risk management, operational output and performance within various Sections to ensure DNO&M services objectives are achieved and sustained.
- Support DNO&M Management on strategic planning and subsequent fine tuning
- Support on the day-to-day direction and work with staff to ensure high performance in line with Client Vision & Values
- Support a customer-oriented work environment that delivers the DNO&Ms and Clients mission, vision, values, objectives and strategic plans
- Interpret, explain and communicate relevance of applicable laws, rules and regulations affecting the DNO&M operations and maintenance business
- Share relevant knowledge and experience, understand and communicate to others the various aims, concepts, principles and practices to deliver world class DNO&Ms services within the wider Corporate and Governmental framework
- Contribute to the establishment of an overall DNO&Ms plan to provide training opportunities for staff and assist in development through formal training courses, on-the-job training and sharing of knowledge and best practice
- Represent DNO&M Managements interests and act as DNO&Ms focal point on the Client Governance Committee and other Corporate wide initiatives as directed by the DNO&M Management
- Attend DNO&M / ROMD Management Team Meetings, provide input and observation in relation to DNO&Ms activities and facilitate progress of issues raised
- Undertake activities as assigned by the DNO&M Management including attending or representing the Management in meetings
- Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulations.
- Perform other duties/ tasks as required
Qualification:
- Bachelors degree or higher-level qualification in Engineering in a relevant subject
- Education qualification obtained from North America, West Europe, Australia
- MBA and/or secondary relevant degree would be advantage
- Chartered membership of relevant professional body preferred and would be an advantage
- Understanding of Framework Contracts Agreement are preferred
- Current/valid Qatar Driving License would be an advantage
- Preferably Chartered membership of relevant professional body
Experience:
- 20 years' experience of the water/wastewater industry, ideally within the public sector
- Knowledge and experience of international Operations and Maintenance best practices and how it is delivered in an Organisation
- Experience of working in a multidisciplinary Organization preferably in the Middle East
- Knowledge and experience in change management / business transformation
- Knowledge and experience in contract management
- Knowledge and experience in risk and value management techniques preferred
- Knowledge and experience of Quality, Health and Safety, and Environment policies, procedures and regulations preferred
- Experience in Project Management in the Middle East and working in a multidisciplinary Organization preferably in the Middle East
- Ability to influence and engage stakeholders and staff at all levels within the Organization
- Ability to deliver and support change
- Competent in Microsoft Office Packages, Microsoft Project/Primavera/
- Ability to communicate verbally and in writing in English is mandatory.
- Ability to communicate verbally and in writing in Arabic would be an advantage
