PURPOSE OF THE JOB

To implement and maintain CLEINTS safe system of work by providing a safe working environment for all CLEINTs employees, visitors and contractors personnel which includes assisting in facilitating safety training programs, auditing work area, site inspection planning and highlighting any anomalies to ensure strict adherence to CLEINTs safety standards.

PRINCIPAL ACCOUNTABILITIES

Inspection and Monitoring

  • Conduct audits and safety checks in the plant to ensure that all plant personnel apply safety rules and regulations and wear the correct PPEs and where applicable highlight any infractions to ensure overall safety of all personnel within the plant premises.
  • Identify and analyse hazards and risks by inspection and audit activities to ensure adherence to safety standards.
  • Conduct frequent site tours during risky or critical works to ensure continual compliance with safety policy and objectives, highlight unsafe working practices or conditions and make appropriate recommendations for improvement.
  • Participate in the near miss/incidents investigation and assist in the preparation of reports on such near miss/incidents, includes statistical summaries of lost time hours as a result of accidents.
  • Assist in the formulation and development of safety programs in the plant, includes ensuring the availability of safety manuals, hazardous area instructions, materials safety data sheets, safety publications, signs, and posters.
  • Participate and challenge the Risk assessment methods ( e.g. JSA)

Work Permit Issuance

Manage the implementation of the work permit system, ensuring proper measures are taken prior to commencement of work such as equipment or plant isolation, shutdowns, and that necessary tests are taken such as, gas tests and work permits are issued in a timely manner to ensure all work areas are safe for required work.

Equipment Management and Repair

  • Monitor the availability of safety and firefighting equipment and report findings to concerned owner and follow up the implementation of requirements.

Oversee all work related to QVC equipments inside CLEINT and ensure adherence to safety measures during loading/forwarding at jetty to and from the cargo ship.

New projects

Review new project work proposed on site to ensure that safety and emergency facilities and equipment are included at the design stage of such work and follow up on the safety aspects of such work to ensure compliance with the Company's standards and requirements.


Safety Training

Facilitate safety training and awareness programs to increase the awareness for CLEINTs employees/ trainees and concerned contractors on a periodic basis to ensure participants learn and are able to apply their learnings in the field.

Policies, Systems, Processes & Procedures

Provide inputs and implement departmental policies, systems, and procedure so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.

Quality, Health, Safety & Environment

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude.

Statement and Reports

Prepare departmental statements and reports timely and accurately to meet CLEINT and department requirements, policies, and standards.

QUALIFICATIONS, EXPERIENCE & SKILLS

Minimum Qualifications:

  • B.Sc. in Safety Engineering/Chemical Engineering or equivalent
  • Professional qualification in NEBOSH.
  • 7 years experience in an oil, gas or petrochemical processing plant
