Job Purpose

Direct the development and implementation of system completion and handover deliverables for multiple Operations Expansion & Start-Up (OES) projects with the aim of ensuring flawless systems handovers from project management teams (PMT) to OES for start-up and then to the permanent organisation, ensuring seamless integration and adherence to project timelines and quality standards. In addition, function as Centre of Excellence supporting OES scope for all projects (CAT-I to CAT-III) in terms of system completions and handover processes.

Key Job Accountabilities

  • Develop comprehensive strategies for system completion and handover processes that includes driving early engagement and formulisation of the intent and scope of future system handovers, establishing key points of contact and early coordination mechanism amongst OES and internal/external parties, aligning with project objectives and organisational goals.
  • Direct the development and approval process of ORP for multiple assigned projects to OES during the FEED stage ensuring multiple system handover requirements/deliverables are captured and endorsed by EPC award.
  • Provide leadership and direction to OES teams for system completion and handover throughout all project phases, ensuring deliverables meet quality, schedule, and budgetary requirements.
  • Establish key performance indicators (KPIs) and metrics to track progress, evaluate performance and identify areas of improvement in system completion and handover.
  • Determine and implement robust quality assurance processes to ensure all completed systems meet regulatory requirements, industry standards and operational needs.
  • Identify potential risks and issues arising from system completion and handover activities, developing mitigating strategies to minimize disruptions and delays.
  • Optimize resource allocation and utilisation to support efficient system completion and handover processes, including workforce, equipment, and materials.
  • Drive continuous improvement initiatives, leveraging on quality practices and lessons learned from previous projects to enhance the efficiency and effectiveness of processes and other management systems.
  • Develop and maintain relationships with internal and external parties/projects/companies within Ras Laffan Industrial City (RLIC), to facilitate effective communication and coordination throughout the completion and handover phases and achieve organisational objectives related to seamless systems handover.
  • Oversee the preparation, review and management of documentation related to system completion and handover, ensuring accuracy, completeness, and compliance with contractual requirements.

Qualifications

Bachelors degree in engineering

Knowledge and Experience

10 years multi-disciplinary experience in the oil and gas industry, encompassing areas such as projects, facilities O&M and with previous exposure to managing system readiness for facilities handovers to the operating group/company.
