About the job Contracts Specialist
Position Description:
This position is for a professional with experience in power & water EPC (turnkey) contracts, consultancy services contracts, and cost and claim analysis. The role holder is responsible for ensuring effective conduct of contract and tendering processes for all of Client contracts related to construction projects, professional or consulting services, software licensing agreements, maintenance services, manpower supply, etc.
Key Responsibilities:
- Support in the study of the initial scope of work/services as per end-user department requirements.
- Lead drafting/review of tender documents prior to releasing such tenders to the bidders.
- Lead the bid evaluation team in preparing clarification to queries raised by the bidders.
- Participate in technical evaluation of the bids.
- Review the accuracy and adequacy of contract documents, including performance bonds, insurances, and bills of quantities.
- Assist in drafting all kinds of reports for the management related to disputes, claims, and tender evaluation.
- Evaluate requests for extension of time, variations, and contract amendments.
- Evaluate and negotiates disputes and claims between CLIENT and its contractors.
- Assist the Sr. Contracts Specialists as requested.
- Participate in the training and mentoring of less experienced Qatari employees.
- Perform other duties as assigned.
Minimum Qualifications:
Education and Experience
Bachelors Degree in law or engineering and minimum ten (10) years experience supporting large and complex construction projects in the areas of reviewing tender documents, agreements and amendments, evaluating change orders, reviewing claims or disputes, preferably in a utility environment like CLIENT.
Required Skills
- Proficient in the English (must) and Arabic (preferably) language.
- Proficient in the use of computers and computer applications such as word processing, spreadsheets and presentations.
- Interpersonal communications and negotiation skills.
- Ability to draft terms and conditions and prepare contractual correspondence.
- Negotiating, writing and interpreting contractual provisions.
