Job Purpose

  • Provide high level contracts administration support to Subsurface Group. Ensure roles and responsibilities are aligned with Company established policies, procedures, and best practice.

Job Context & Major Challenge(s) - I

  • Provide and propose resolutions to problems and existing issues to eliminate the recurrence of any similar event in the future.
  • Major challenge is interpreting the complexities of scoping details to establish required contractual coverage to cover all contractual risk accurately and comprehensively.
  • Responsible for the administration of all Subsurface contracts and purchase orders. Processing includes verifying the total expenditure with respect to Contract Cap Value, Table of Financial Authorities and compliance with generally accepted accounting principles and adherence to company policy and procedures.
  • Take initiatives, based on experience gained, to deliver timely and cost-effective service.
  • Maintain the business line needs/requirements by executing required purchase order and/or contract work order as per company procedures.
  • Work in a highly dynamic team environment that has tight deadlines, high-pressure and visibility, which means that accuracy, initiative, and ability to multi-task are essential.

Key Job Accountabilities - I

  • Execute advanced post-award procurement of goods and services task and Contract Work Order (CWO) within the agreed performance criteria.
  • Validate Subsurface purchase requisitions for completeness and coordinate with end users to resolve any outstanding / dispute issue.
  • Determine critical complex purchasing problems, variations and dispute issues and resolve with an appreciation of overall value-effectiveness solutions.
  • Support strategic and ethical relationship with key suppliers and ensure effective coordination of procurement activities when required.
  • Execute accurate commercial commitments initiated between Qatargas and supplier to procure required materials and services up to a value according to TOFA.

Key Job Accountabilities - II

  • Monitor purchase orders cap value to ensure availability of value to process payment.
  • Validate and obtain renewed insurances subsurface agreements as and when required.
  • Provide awareness and guidance to end users on all post award contractual matters including contract administration strategies.
  • Ensure total accounts and financial compliance at the last stage of the Supply Chain process for goods and services delivery, material management, invoice processing and payment precede contracts closeout.
  • Provide high level financial and cost analysis support in terms of purchase orders and contracts CAP values.

Qualifications

  • Bachelors degree in Business, Science, or Engineering.

Knowledge and/or Experience - I

  • 7 years relevant experience e.g., Procurement and Contracting.

Technical and Business Skills - I

  • Able to work moderately complex tasks to completion within time constraints, with minimal guidance from more experienced staff.
  • Able to make decisions and solve problems related to a specific discipline/field. Exercises judgment in making decisions; know when to seek advice.
  • Works in a highly dynamic team environment that has tight-deadlines, high pressure, and visibility, requiring accuracy, initiative, and the ability to multi-task as essential skills.
  • Strong written and oral English language skills.
  • Computing skills, preferably including working knowledge of Microsoft Office software and SAP experience.
  • Thorough knowledge of sound procurement practices and post award contracting/purchasing functions.
  • Background in contract administration and materials management.
