This position is for expert level professional with extensive experience in electricity and water production capacity expansion planning and IWPP project development from project identification to financial close. The holder of this position is expected to ensure effective conduct of planning and tendering processes and will contribute to leading the processes of electricity and water resource adequacy and demand supply planning, implementation of theIPP/IWP/IWPP projects, Bulk purchases, and internal and cross border trading of electricity. Contribute to market sounding and feasibility of IPP/IWP/IWPP projects bankability

Education and Experience:

Post graduate degree in Electrical/mechanical Engineering, Minimum fifteen (15) years Experience, GCC countries experience. Proven experience in medium- and long-term electricity and water Demand Forecasting, Capacity Expansion planning, IPWP generation and desalination projects identification and implementation. Economic, finance and statistics knowledge.

Proficient in the English (must) and Arabic (preferred) language
Project Management skills including planning, risk management, team management, developing projects activities, monitoring and follow up, and time management.
Thorough knowledge of Generation/water production Planning using suitable packages preferably PLEXOS.
Proven Demand Forecast modeling experience with Economic and statistics knowledge.
Negotiating, writing, and interpreting contractual provisions.
Working cooperatively with other staff, departments, and external parties.
Technical and business experience in the electricity industry, with direct experience of corporate planning and in conducting financial analysis and economic feasibility studies.
Ability to work with minimal supervision.
Ability to research and process technical and financial data and information.
Cross functional knowledge with Electricity/Water utility requirements.
Demonstrate high leadership, management, problem solving, analyzing, research, program developing, team building, conflict resolution, communication skills and experiences.
Strong modeling capability including Advanced knowledge of MS Excel.
Strong communication skills: ability to clearly define and articulate key issues, and communicate complex ideas to variety of audiences.

Key responsibilities:

Provide expert analysis and Oversee 1) electricity and water medium-term and long-term forecast process 2) electricity and water medium-term and long-term capacity expansion plans.
Contribute to Evaluation and Negotiation (including technical. legal and financial negotiations) of independent power and water producer projects proposals IP(W)P.

Provide expert analysis of electricity and water future production resource adequacy.
Provide expert analysis and Oversee 1) electricity and water medium-term and long-term forecast process 2) electricity and water medium-term and long-term capacity expansion plans.
Contribute to Evaluation and Negotiation (including technical. legal and financial negotiations) of independent power and water producer projects proposals IP(W)P.

Provide analysis, assessment, and advice regarding the financial and commercial risk aspects of Power and Water Purchase & Sales Agreements.
Oversee developing and Updates medium- and long-term electricity and water demand forecast models.
Lead Preparation of Request of bid, bid evaluation, negotiation of Power purchase Agreements PPA and Power and water purchase Agreements PWPA of new IPP power plants projects.
Participate and implement power sale and trading and establish and implement the process for deal closure.
Provide analysis, assessment and advice on optimal use software and models used for different functions in PWP section role particularly expansion planning models, demand forecast models, financial models, etc.
Oversee running, updating, and interpreting the outcome of software models used for different functions.
Provide and monitor training and development assignments for relevant Qatari staff Development.
