- Understand the operations of the road system
- Manage and monitor road operations 24/7 based on the planned operations
- Monitor the daily operation and the performance of the SCATS Master Station System.
- Monitor the SCATS Master Station System communication system performance and availabilities.
- Monitor and manage any new SCATS projects and upgrading work activities in the SCATS Master Station.
- Perform configuration works in the SCATS Master Station which includes configuring of I/O drivers, I/Os mapping arrangement and HMI engineering work.
- Coordinate SCATS site works which include RTUs and PLCs programming works, SCATS control relays wiring and modification works.
- Monitor and manage SCATS related testing and commissioning work which include site inspection, witness acceptance test and work conformance of job specifications and standards.
- Troubleshoot and rectify SCATS related site issues.
- Review SCATS documentation submitted to the SCATS unit.
- Monitor and manage the Preventive Maintenance (PM) and Corrective Maintenance (CM) work schedules and work progress.
- Checking and verifying the PMs and CMs reports submitted by the appointed SCATS maintenance contractor.
- Collaborate with the Section engineers for the PMs, CMs and other works/activities.
- Prepare SCATS site survey work report and SCATS unit monthly performance report.
- Monitor and manage of the movement of the SCATS spare parts from the warehouse and the SCATS store.
- Perform analytics on network operations and provide information on the operating condition of the traffic signals; feed data to the concerned zonal sections/ maintenance planning teams
- Ensure that incidents / emergencies reported to the primary maintenance teams
- Ensure that information on any issues with the Traffic Signals reaches to Framework Contractors maintenance teams in timely manner
Qualification:
- Minimum Bachelors Degree in Engineering
- Education qualification obtained from North America, West Europe, Australia
- Holder of Chartered Membership in relevant discipline (e.g. Engineering) would be an advantage
- Holder of current/valid Qatar Driving License
Experience:
- Minimum of 12 years experience preferably in water/wastewater management industry
- Experience in Monitor, support and evolve the SCATS System in the Road Management Systems (RMS)
- Experience of working in a multidisciplinary Organisation preferably in the Middle East
- Extensive knowledge of leading practices in road operations and maintenance
- Extensive knowledge of RMS systems, root cause analysis
- Knowledge of Road Assets, Highways, including Zones and other facilities
- Ability to establish strong working relationships with stakeholders
- Knowledge of data analysis to support decision making
- Competent in Microsoft Office Packages, SCATS and Analytics Technology
- Knowledge of Quality, Health and Safety, and Environment policies, procedures and regulations.
- Ability to influence and engage stakeholders and staff at all levels within the Organisation
- Ability to communicate verbally and in writing in English is mandatory.
- Ability to communicate verbally and in writing in Arabic is preferred
