Job Purpose

  • Lead the HSE&Q systems and assurance to ensure proper overall HSE&Q Report and Manage Incidents (RMI) process, HSE&Q planning stewardship, development and sustainablity, HSE&Q continuous improvement and innovation across CLIENT to sustain premiere HSE&Q performance.

Reporting and Relationships - I

  • Reports to HSE&Q Support Manager.
  • Direct Reports: 6 (Total headcount: 16 direct hires and 2 project support).

Internal

  • Regular engagements and communication with all Groups/Departments at Head, Manager and COO levels.

External

  • Regular engagements and communication with contractors and shareholders at managerial level.

Reporting and Relationships - II

Job Context & Major Challenge(s) - I

  • Manage and oversee the implementation and development of the HSE&Q Direction Statement values across the Company. This ensures all 6,500 employees and 30,000+ contractors understand and embody these values.
  • Deliver HSE&Q programs across Operations, Major Projects, and Drilling. Dynamically adapt these programs to changing trends, international standards, best practices and align them with established strategies. Implement proactive methods and systems to prevent human, asset, and financial losses. Promote practical changes and forge stronger performance across the organization.
  • Drive accurate data analysis and reporting for external stakeholders. Utilize benchmarking exercises, statistical reporting, and shareholder interfaces to assess the organization's strengths and areas for improvement against the market leaders.
  • Influence the work and leadership practices of the frontline, mid-level and senior managers to foster a culture of awareness, compliance, and continuous improvement, especially within the dynamic environment of a growing organization.
  • Advise Operations and Maintenance management on best quality practices that guarantee excellence and seamless execution.
  • Ensure ISO requirements are met across the whole organization, influencing others outside their work scope.

Key Job Accountabilities - I

  • Manage development, implementation, and oversight of strategic and tactical HSE&Q plans to ensure the application of the highest standards of Safety, Health, Environment, and Quality in CLIENT operations. Collaborate with senior and mid-senior leadership across the organization and other relevant stakeholders to align improvement initiatives with the Company's operational goals and Direction Statement.
  • Oversee the L2 Ensure Protection stewardship process, and the related L3 business processes, currently totaling 22 processes, ensuring operational integrity. Oversee the coordination of the Ensure Protection Steering Committee. Facilitate the HSE&Q Ensure Protection review processes, including self-assessments by process owners, yearly internal and external assessments, and monthly meetings with the Steering Committee on critical topics, including continuous improvement initiatives, systems performance, verification progress, findings, and the status of improvement actions.
  • Manage the Companys Quality Assurance and integrated HSE&Q Management Systems and quality programs to ensure continuous improvement of the integrated management systems across CLIENT assigned sites, including all Subsurface and Drilling operations, Doha Headquarters, and Major Projects in Offshore and Onshore areas.
  • Manage all activities related to the L3 QLMS process (Report and Manage Incidents (RMI)) and supporting procedures to ensure maintenance and continuous improvement of the process.
  • Lead cross-functional teams in the CLIENT Quality Forum to enhance and drive the corporate Quality Framework across the organization, fostering a culture of excellence and continuous improvement. Champion a culture of innovation and continuous improvement, fostering creativity and collaboration within the organization to drive HSE&Q excellence.

Key Job Accountabilities - II

  • Advise managers on the strategic planning, implementation, continuous improvement, and follow-up of HSE&Q Management Systems and ISO activities. Take charge of managing ISO audit programs, ensuring compliance with regulatory standards ISO 9001, ISO 14001, OHAS 16001, ISO 17025, and ISO 28000, and promote a culture of excellence and accountability.
  • Manage the regular and effective functionality of key networks and committees, such as Corporate, Site, and Asset HSE Committees, shareholder networking, Life Saving Rules and Attribution committees on a regular basis, proactively identifying areas needing progress, escalation, and improvement. Monitor preparation, collection, and update of associated presentations, actions, and communications.
  • Oversee production of HSE&Q internal and external reports, including weekly and monthly presentations, board HSE&Q reports, shareholder and regulator reports. Lead the development, monitoring, and reporting of Company HSE&Q and Group KPIs, ensuring alignment and clear reporting across all groups.
  • Engage with key shareholders and other national oil and gas organizations to introduce industry innovations and trends and boost collaborations. Oversee benchmarking and experience-sharing exercises, and participate in setting and driving the future HSE&Q strategy, programs, and initiatives required to enable the step-change in culture and performance.
  • Drive analysis of the existing HSE&Q processes, and process efficiency and performance improvement reviews, while overseeing execution of employee surveys, audits, and planned site inspections of key HSE activities, tailored where relevant. Assess data to develop meaningful recommendations and solutions, ensuring assessment results and gaps, periodic insight analysis, and strategic plans and actions are communicated to senior management and addressed to drive compliance and premier performance.

Part B: Person Specification - Minimum Requirement

Qualifications

  • Bachelor's degree in engineering or science.
  • Training in the implementation and auditing of Quality Management Systems e.g., ISO 9001, ISO 14001, and OHSAS 18001.

Knowledge and/or Experience - I

  • 12 years HSE&Q experience within a major oil and gas operator, with 5 years of supervisory experience.
  • Strong understanding of current international standards for HSE&Q systems.
  • Extensive experience executing key business processes.

Knowledge and/or Experience - II

Technical and Business Skills - I

  • Analytical skills, strong presentation development and delivery skills. Ability to develop innovative and interactive programs and methods.
  • Computer literacy (advance MS Office applications).
