Job Purpose

  • To support the continuous identification, analysis and implementation of process safety, loss prevention and risk engineering process and system improvements to ensure reliable and safe operations.

Reporting and Relationships

  • Reports to Process Safety & Risk Manager.

Internal

  • Liaise with LPE Heads, Operations, Maintenance, Shutdown, Engineering and Projects, Major Projects and other departments, coach and mentor for Loss Prevention Engineers and Senior Loss Prevention Engineers, and provide peer-to-peer in depth challenges to complex loss prevention engineering challenges faced by Lead Loss Prevention Engineers.


Job Context & Major Challenge(s)

  • Client focal point in managing the development of all Client QRA studies (total kUSD 1750) and other engineering studies (total kUSD 1000). A high level of expertise and diligence in managing these studies is required to get the right results that demonstrate how Client meets the Client risk management criteria. Any error in the study has the potential to result a several multi-million dollar risk reduction project, a major delay in project schedule and/or a several multi-million dollar risk overrun of the projects.
  • Client focal point in liaising with the major development projects such as NFE and NFPS in terms of FEED and EPC stage development of QRAs. Required to liaise with the project LP focal points, Contractors and Consultants. Any error in the early stage of the projects will result in major re-engineering and associated overrun of project cost and schedule.
  • Major challenge rests in identifying system improvements and designing solutions in line with industry best practice, with minimum interruption to the business. This requires a high degree of analytical and forward thinking to perceive end results whilst meeting objectives and integrating into the existing system.
  • Work in accordance with established policy and procedures, manages a high level of critical activities, sets strategy independently on common and newly identified process safety and risk issues, understands relevant industry and international standards, provides sound business sense, and provides direction and advices to customers.

  • Ensure all activities are undertaken in compliance with Company Safety, Health and Environment and Quality policies, regulations and standards.

Key Job Accountabilities - I

  • Develop, manage the Client corporate risk engineering guidance, assumptions and rule sets for both the Onshore and Offshore facilities and Major Projects.
  • Ensure all risk engineering studies are reviewed diligently, are conducted in compliance with the Client corporate guidance and critical review of consultant studies, reports, validation of data and results.
  • Ensure an effective As Low As Reasonably Practicable (ALARP) demonstration exercise has been carried out and conduct a screening to confirm only the key recommendations that have a substantial risk benefit are carried over to the subsequent project phases.
  • Initiate improvements and enhancements to the existing Process Safety & Risk Management Systems and assist in developing solutions
  • Lead/ and co-ordinate deployment and implementation of company process safety and risk management objectives and programs across the company.

Key Job Accountabilities - II

  • Manage development of major safety studies such as QRA, and Safety Case. Coordinate activities required for the completion of those studies. Work with external consultant to produce quality document as required. Work with Client Assets and other functional group to ensure adequate involvement
  • Steward and assist implementation of relevant loss prevention engineering processes, procedures across the company
  • Participate in RLC-managed Risk Management Forum and other risk management and process safety forums as required
  • Provide Process Safety & Loss Prevention inputs and review for engineering documentations, project deliverables, interface documents to ensure they meet with the relevant standards.
  • Lead PHA workshops, HAZOP studies, risk assessment workshops and performing LP Engineering studies.

Qualifications

  • Bachelors Degree in Chemical, Mechanical, or Safety Engineering.

Knowledge and/or Experience

  • 10 years experience in Process safety and loss prevention in the oil and gas industry with special emphasis on Risk Analysis (Quantitative & Qualitative), Safety case development.
  • Special emphasis is placed on ability to lead hazard identification reviews utilizing recognized techniques (e.g., HAZOP, What-If, etc.) with a good understanding of risk assessment techniques.
  • Very good knowledge of Microsoft Office, hazard identification softwares (i.e. PHAPro), Bowtie XP, Consequence modeling softwares (i.e. PHAST), Risk quantification software such as Safeti etc.

Technical and Business Skills

  • Strong systems technical and analytical abilities for identification of issues as well as development of fit-for-purpose solutions.
  • Proficient command of written and spoken English with ability to produce procedures and technical reports
  • Good organizational, communication, and supervisory skills.
  • Ability to work under tight timelines in sometimes high-pressure demanding situations.
