PLANNING ENGINEER
Supervise and lead preparation and planning activities, materials and other resources for efficient work execution for daily and shutdown jobs. Ensure proper budget allocation for critical equipment in the plant for trouble free operation and performance.
TASKS PERFORMED
- Supervises the activities assigned to Senior Planners/cross functional team in the department.
- Participates in the planning and coordination of maintenance programs ensuring the required resources are available for execution of work; ensures supply of spare parts for new equipment.
- Reviews annual requirements for manpower or special equipment hire for maintenance purposes, analyzing manpower utilization and materials usage data to ascertain detailed needs. Raises necessary documentation to initiate contract negotiations for ongoing manpower requirements or hire agreements for equipment.
- Oversees planning of major equipment, plant shutdowns or turnaround maintenance, providing guidelines for the preparation of critical paths. Reviews estimates of labour, materials, tools and external services required for such work and coordinates preparations for shutdowns with supply and contract section, inspection, safety and production personnel.
- Participate in vendor selection process including site visits, inviting vendors for reviewing new technology for best adaption in accordance with CLIENT requirements.
- Participates in the preparation of internal procedures and instructions and the development of the preventive maintenance programs, ensuring the implementation of inspection recommendations to improve integrity and reliability of the plant.
- Participates in incident investigation and root cause analysis and recommends corrective actions for improvement. Carries out various audits on work orders and items repairs in the workshop to ensure compliance with quality standards. Ensures that system documents are updated to comply with quality standards.
- Ensures quality, safety and environment procedures and instructions are complied with by employees and by external contractors.
- Coordinates with OEM /Vendors for resolving specific problems related to OEM equipment.
- Leads activities during Turnarounds including site supervision and follow-up of technicians and Contractors as per management assignment.
- Performs other similar and related duties such as evaluates new equipment, prepares activity reports, and keeps abreast of new technology, prepares technical, annual, monthly and other reports, frequent site visits and keeps abreast in the latest development in maintenance planning and management.
- Prepares proper plan for the critical spares to make sure their availability in time for maintenance.

- Co-ordinate with other disciplines to complete the jobs within schedule/budget without compromising on Safety.
- Prepare technical documentation as per relevant standards, codes and special requirements (if any) for all planned maintenance activities.
- Perform technical evaluations of material quotations for materials procured as stock items or as special items.
- Prepares detailed tender documents, cost estimation and bids evaluation (technical evaluation) for major maintenance long term contracts.
- Prepares Job Method statement and Job safety Analysis for critical jobs.
- Participates in Root cause analysis with Reliability team as a RCA Team member.
- Participates with Reliability for Failure analysis review and deciding maintenance Strategy for Bad actor Assets.
- Participates in trouble shooting with maintenance / reliability team for resolving reliability issues.
- Supervises the activities of assigned Senior Planners in the Section.
MINIMUM REQUIREMENTS FOR THE JOB:
- Engineering Degree and/or Certification as a Planning Engineer or equivalent experience.
- Minimum of 10 years industry experience in planning positions in the Oil & Gas industry.
- Good written and oral communications. Arabic Language skills an advantage.
- Fully versed with Planning principles and techniques.
- Proven interpersonal and relationships skills in complex environments with ability to work with of diverse backgrounds.
- Excellent computer skills.
